Le Sénégalais Omar Ndiaye écroué à Montréal : Une fraude présumée de près de 120 millions FCFA à l'aide sociale québécoise
A massive scheme is shaking Quebec's social services. Omar Ndiaye, a 45-year-old Senegalese citizen residing in Canada without legal status, remains behind bars at the Montreal courthouse following his arrest last month. He is accused of defrauding the Ministry of Employment and Social Solidarity (MESS) of an estimated $180,000 CAD (approximately $80 million USD / nearly 110 million CFA francs) of public funds between August 2024 and March 2026, while fabricating and using counterfeit documents.
According to the Crown's theory, the Senegalese defendant allegedly submitted 55 applications for last-resort financial assistance, mostly online, by impersonating various beneficiaries and creating fake profiles. The Ministry approved 37 of these applications, disbursing tens of millions of CFA francs. The most unusual aspect of the investigation lies in the fact that several of these fraudulent applications included photographs bearing a striking resemblance to the accused, as Crown Prosecutor Julien Beaulieu pointed out.
The net closed around the suspect thanks to a body of physical evidence. Surveillance cameras captured the Senegalese national making bank withdrawals with cards registered in other people's names, while police officers observed him collecting mail from mailboxes that did not belong to him. Furthermore, the former owner of the mailbox discovered more than 140 official letters from the Ministry of Education, Higher Education and Scientific Research (MESS), the federal government, and banking organizations, addressed to multiple identities. During the arrest, a passport from the Democratic Republic of Congo, registered in someone else's name but bearing the suspect's photograph, was also seized.
Faced with the high risk of flight raised by the prosecution, Judge Sonia Mastro Matteo denied the defendant's bail, deeming his whereabouts uncertain and the proposed deposit of $4,000 CAD (approximately 1.8 million CFA francs) insufficient to guarantee his appearance in court. Although the accused, who works illegally as a dishwasher in Montreal after residing in Spain from 2005 to 2023, affirmed his commitment to his Canadian "dream," the defense maintains that a third party is responsible for the theft of Omar Ndiaye's identity. Facing a sentence of three to five years in prison if convicted, the Senegalese man will return to court in October for further proceedings.
