Mbane : le chef de village, les 10 000 FCFA et les faux papiers vendus à des étrangers
Three people were arrested by the Richard-Toll police station in connection with an alleged case of falsifying Senegalese civil status documents. They are A. Bah, a 24-year-old Guinean national; MN Diop, a civil registrar at the Mbane town hall; and H. Ba, described as the chief of the village of Niary. According to Libération, they are being prosecuted for conspiracy, forgery, and use of forged public documents.
The case came to light on October 12, according to the same source, during the submission of an application for a national identity card. A police officer noticed that the birth certificate presented by A. Bah, bearing the signature and official stamp of the civil registrar at the Mbane town hall, was falsified. When questioned, the Guinean national admitted to the forgery and stated that he had obtained the document through a third party.
During the investigation, he identified H. Ba as the intermediary who allegedly provided him with the extract for 80,000 FCFA. The village chief, however, denies having received this sum. As reported by the newspaper, he claims he was approached by the young man's uncle, who gave him 20,000 FCFA to facilitate the process, after assuring him that his nephew and the nephew's parents were Senegalese citizens. H. Ba then maintains that he forwarded the application to MN Diop, in exchange for 11,000 FCFA, which, according to him, was intended to cover the costs associated with administrative documents.
When questioned, the municipal employee admitted to creating a fictitious document by assigning a number that did not appear in the civil registry. He then allegedly slipped the false extract among the documents submitted for the civil registrar's signature, who signed it without his knowledge. Diop swore that the registrar was not involved in the falsification.
