Ministère de l’emploi : licenciés depuis un an, les 32 agents du PF2E réclament leur réintégration et interpellent le gouvernement
Unemployed since September 2025, the group of 32 dismissed employees of the School-Business Training Program (PF2E) spoke out on Monday. In a press release issued after their meeting, the group denounced their precarious situation and demanded justice.
Dismissed after six to seven years of service, the employees denounce a long period without employment or salary. " For more than a year, we have been deprived of salary and have to cope with rent, our children's schooling, health expenses and family expenses," they lament.
Two meetings with the minister, no solution
In their statement, the former agents referred to their meetings with the Minister of Employment, Vocational and Technical Training, Idrissa Samb.
According to the group, during the hearing on July 10, 2026, the minister had informed them of his desire to find a solution to their situation, while indicating that a technical note had been sent to the President of the Republic.
On September 17, 2026, the two parties met again for a second hearing. Following the meeting, two options were reportedly offered to the former employees: recruitment as temporary staff and the possible payment of compensation.
The proposals were deemed insufficient by the group, which believes that after several years of service, the status of temporary worker cannot constitute a sustainable solution.
The permanent employment contract at the heart of the controversy
Another point of disagreement: the contractual status of former employees. According to the group, the minister indicated that PF2E could not offer permanent contracts (CDI).
However, the workers claim that the program had notified the Directorate General for Labor and Social Security before their contracts were terminated. According to their interpretation, a technical note referenced 000928/MFPTRSP/DGTSS/CLEF specified that the PF2E's funding through the Employer's Flat-Rate Contribution (CFCE) allowed them to fall under the standard legal framework stipulated in Article L.42 of the Labor Code. "It is possible to conclude open-ended contracts with these same employees," they stated.
The group also indicated that the Labour Inspectorate had even acknowledged the existence of permanent contracts since 2023, given the continuity of services provided.
The members of the group also raise an issue of equal treatment. They claim that the termination of their contracts was justified, in particular, by the impossibility of concluding a third fixed-term contract.
However, according to them, two agents placed in a comparable situation would have benefited from a third fixed-term contract. "If this third fixed-term contract was possible for them, why was it refused to us? If it was impossible, why was the rule not applied to them?", they ask, requesting a review of the decision.
The announcement of a restructuring of the PF2E program into an agency or a delegation has also raised questions within the group. "What role will be given to those who have kept the program running?" they wonder. After knocking on every door, including the High Council for Social Dialogue, the group says it has contacted Prime Minister Ahmadou Al Aminou Lô to request a meeting.
The hunger strike has been suspended, a march has been announced.
Faced with these "insufficient solutions," the 32 PF2E employees had planned to begin a hunger strike following their press conference. This initiative was ultimately suspended at the request of religious leaders, notably Sheikh Mahi Niass, the Caliph General of Medina Baye, and Serigne Bassirou Abdou Khadre, spokesperson for the Caliph General of the Mourides. According to the group, the religious authorities asked them to postpone this action while they contacted the relevant authorities.
However, "postponing does not mean giving up," they warned, announcing a peaceful march in the coming days if no concrete response is provided. "We demand justice, nothing but justice!" they concluded.
