Appointed Director General of Dakar Dem Dikk (DDD) by presidential decree, Modou Bara Gaye takes the helm of the urban and intercity public transport giant. With a strong background in project management, deep roots in the Dakar suburbs, and experience in senior administration, the new head of DDD arrives with a clear roadmap: to modernize mobility and prepare for the crucial 2026 Dakar Youth Olympic Games.
Born on January 1, 1979, in Yeumbeul, Modou Bara Gaye embodies this generation of national leaders with multidisciplinary backgrounds, combining technical expertise with practical experience in public governance. After earning a scientific baccalaureate (S2) from Blaise Diagne High School in 2001, he continued his studies at Cheikh Anta Diop University of Dakar (UCAD), where he obtained a bachelor's degree in geography. Passionate about planning and territorial development, he completed a Master's degree in Management of Development Programs and Projects at the Higher Institute of Local Development (ISDL), graduating with highest honors (17.5/20). His master's thesis, focused on energy self-sufficiency through biodiesel and solar power, already demonstrated a strong commitment to sustainable infrastructure.
A career forged at the heart of the State and youth
His entry into public life was through civic engagement and youth. Between 2007 and 2010, he held the position of Secretary General of the National Youth Council of Senegal (CNJS), while also serving as Deputy Director General of the consulting firm METHODIS.
His entry into the upper echelons of the civil service accelerated in December 2010 when he joined the Ministry of Infrastructure, Energy, and Air Transport as a cabinet attaché. This initial foray into the transport sector opened the doors of the Presidential Palace: in July 2011, he was appointed Minister-Advisor to President Abdoulaye Wade. Later, at the parliamentary level, he served in the National Assembly, where his peers elected him 5th Vice-President of the 14th legislature (2022-2024).
The test on the ground: More than twelve years at the head of Yeumbeul Sud
Beyond ministerial offices and the National Assembly, it was at the local level that Modou Bara Gaye forged a solid reputation as an administrator. Elected Mayor of the municipality of Yeumbeul Sud in 2014, he led a policy focused on local infrastructure and improving the quality of life for over a decade.
His municipal record highlights concrete achievements, including the expansion of public lighting to 553 light points, the strengthening of local healthcare infrastructure through the health post and the Cheikh Sidaty Fall maternity hospital, and the construction of educational and sports facilities, including a municipal stadium with synthetic turf, a middle school, and a high school. The development of a shopping center through a public-private partnership has also boosted local revenue. This strong local presence gives him an intimate understanding of the daily challenges faced by the suburbs and the transportation needs of their residents.
Roadmap for Dakar Dem Dikk: Multimodality, digital technology and the challenges of the 2026 Youth Olympic Games
At the helm of Dakar Dem Dikk SA, Modou Bara Gaye succeeds a period of major strategic challenges for urban mobility in the capital region. His roadmap is directly aligned with the Senegal 2050 Vision , structured around three fundamental pillars: multimodality, opening up isolated areas, and digitalization.
The first objective is the complete integration and seamless connection between the DDD bus network, the Regional Express Train (TER), and the Bus Rapid Transit (BRT), under the coordination of CETUD. The second objective addresses the need to open up isolated areas by extending public transport service to recently urbanized zones within the capital region. Finally, the digitalization component includes the deployment of mobile payment and real-time passenger information, with a particular focus on cybersecurity.
Adding to this overall strategy is the imminent arrival of the Youth Olympic Games (YOG Dakar 2026). The public company intends to play a pivotal role under the slogan " Africa welcomes, Dakar celebrates, and Dem Dikk transports ." A man of dialogue, the new Director General, upon taking office, reached out to social partners and company employees, advocating management based on transparency and strict adherence to public service missions.
