Pôles urbains de Diamniadio et du Lac Rose : Me Moussa Diop prend les commandes avec la rigueur et le dialogue comme boussoles
Accelerating the transformation of Diamniadio and Lac Rose to help alleviate congestion in Dakar: this is one of the main challenges awaiting Moussa Diop, now at the helm of the General Delegation for Urban Centers (DGPU). Installed on Wednesday, October 7th, following the departure of Bara Diouf, the new Director General inherits several projects already underway, as well as sensitive issues to resolve, particularly concerning land, expenses, and the governance of the institution.
Moussa Diop intends to build on the achievements of the outgoing team while accelerating key infrastructure projects. In Diamniadio as well as at Lac Rose, his stated objective is to make these hubs more viable and contribute to their development as credible alternatives to the high population concentration in the capital.
The new Director General wants to prioritize dialogue with the various stakeholders. "I will therefore prioritize discussions with all the teams, all the operators, all the developers," he stated, also mentioning individuals who have invested privately.
This approach should notably allow for addressing difficulties related to expenses, irregular occupations, and compliance with agreements and leases. Moussa Diop intends to first study the situations in depth before making the necessary decisions.
Over 700 billion in investments and major infrastructure projects
After two years at the helm of the DGPU, Bara Diouf presented a report marked in particular by a renewed focus on land management. Upon his arrival in 2024, an audit of the previous ten years had been launched. More than 60 leases were subsequently terminated and 62 landowners issued formal notices for failing to develop their land.
“Rigour was necessary so that Diamniadio would become a real city and not a stockpile of wasteland,” he explained.
The institution also states that it has supported several public and private projects in Diamniadio, with over 700 billion CFA francs in planned private investments. Regarding sanitation, the wastewater treatment plant is now operational, and seven of the eight pumping stations are reportedly equipped and operational, according to the outgoing Director General.
At Lac Rose, the Villeverde project is one of the main construction projects underway. Work began in May 2026. This program includes 10,000 housing units, schools, a health center, a university, places of worship and sports facilities, for a reported investment of 700 billion CFA francs.
Bara Diouf also highlighted Diamniadio's smart city ambitions, with projects focusing on connectivity, public Wi-Fi, smart lighting, mobility, and connected devices. The hub is also expected to play a central role in organizing the Dakar 2026 Youth Olympic Games.
But the outgoing official acknowledges that several issues remain unresolved. "We have done, we have done a lot. But there is still much to be done," he summarized.
Land, expenses, governance: The files handed over to the new CEO
Among the projects handed over to the new team is the reform of the DGPU's governance. The process underway should, in particular, clarify the institution's economic model, its financing mechanisms, its management autonomy, and its relationships with local authorities and sectoral ministries.
Expense management is also a crucial issue. The DGPU claims to have settled and paid over 3 billion CFA francs. However, new census and assessment operations are underway in certain sectors of Diamniadio.
Another major project is the construction of the DGPU headquarters in Diamniadio. The estimated cost is 10 billion CFA francs. Several studies and the building permit process still need to be finalized or initiated.
Faced with this very busy schedule, Moussa Diop is counting on the skills already present within the institution. "I found a place with skills," he declared, assuring that he would spare no effort to mobilize them.
The handover of duties thus marks a new stage for the DGPU. For Mr. Moussa Diop, the challenge will now be to advance the projects underway, to resolve the outstanding issues and to transform the stated ambitions for Diamniadio and Lac Rose into concrete achievements.

wait and see
Messe de requiem pour notre administration publique.
Ce pays a certainement une malédication qui nos ancêtres nous cachent. Des gens malhonnêtes se succèdent tout le temps à ses commandes.
Doyna war lole.
