Projet ASER : Le collectif « Sunu 37 milliards » s'insurge contre un rallonge de 1,5 milliard F CFA accordée
The "Sunu 37 milliards" collective is taking a stand. In a press release sent to Seneweb, the organization expressed its strong indignation following the discovery, on page 103 of the amending finance law (LFR) 2026, of a budget allocation of 1.5 billion CFA francs in favor of the rural electrification project carried out by the Senegalese Rural Electrification Agency (ASER).
While the first disbursement, estimated at nearly 37 billion CFA francs, is already causing heated controversy over the execution of the work on the ground and the effective management of the funds, the group is outraged to see the Senegalese taxpayer being asked to contribute to starting the repayment of such a debt.
Faced with what it calls a "scandalous and unacceptable" situation, the group is directly appealing to the Minister of Economy, Finance and Planning, Cheikh Diba, and the Minister of Energy, Petroleum and Mines, Abdourahmane Diouf. It is demanding clarification on the behavior of the company AEE Power EPC and its director, Mr. José, who is also accused of ignoring summonses from the Senegalese justice system.
The group demands that the past and present management of ASER be brought to light and that responsibilities, including those of the agency's former leaders, be rigorously established in order to protect public funds.
The National Assembly is also called upon to assume its responsibilities during the examination and vote on this supplementary budget law. Citing a recent statement by the head of AEE Power EPC claiming that the state budget would supplement the project's financing, the group warns that a favorable vote on this budget line would validate these statements.
For the "Sunu 37 Billion" collective, national sovereignty necessarily depends on transparency and accountability. It calls on members of parliament to demand clear answers regarding the actual destination of the 37 billion CFA francs already committed before any further allocation of public resources.
