Recrutements publics : Le gouvernement affiche sa volonté malgré des ressources limitées
The government is continuing to recruit teachers and healthcare workers, despite budgetary constraints and the growing needs of public services. It states its intention to increase staffing levels while prioritizing rigorous management of available resources. It reaffirms its commitment to continuing recruitment in priority sectors, despite insufficient financial and human resources. This approach comes in a context marked by strong social demand, particularly in education, healthcare, and public administration.
“Staffing needs remain particularly high in schools and healthcare facilities. In response to this situation, the government has undertaken the recruitment or integration of more than 4,500 teachers and 2,500 healthcare workers. These recruitments aim to bolster staffing levels, improve the quality of public services, and address population growth. They should also help reduce staff shortages in several regions, where there are often insufficient numbers of personnel,” stressed Minister of Public Service Mamadou Lamine Dianté to the press alongside other government ministers.
He also mentioned the regularization of certain decision-making teachers as well as the conversion of precarious contracts into permanent contracts, particularly at Dakar Dem Dikk and the Autonomous Port of Dakar.
A desire confronted with budgetary constraints
Despite these announcements, the state's recruitment capacity remains limited by insufficient resources. The wage bill, social spending, and other public expenditures necessitate prudent management of public finances.
The government must therefore strike a balance between meeting urgent needs and maintaining budgetary equilibrium. This constraint explains the gradual pace of recruitment and the need to plan commitments over several years. For their part, labor unions continue to demand more recruitment and greater consideration of workers' expectations. They are also calling for the expedited regularization of employees and the reinstatement of some dismissed workers.
Despite the challenges, the government insists it will continue its efforts and honor the commitments made under the Social Stability Pact. It calls on unions to prioritize dialogue in order to find solutions adapted to the current constraints. The government believes that recruitment should be carried out gradually, based on national priorities and available resources. Its aim is to strengthen essential sectors while ensuring the continuity of public services.
However, this commitment remains subject to the State's ability to mobilize more resources and to meet the growing expectations of agents and users.
