Sanctions, limogeage et vidéosurveillance à la LONASE : La violente charge de Toussaint Manga contre son successeur
Did a simple administrative procedure at LONASE trigger a series of sanctions? This is what Toussaint Manga is denouncing. In a scathing statement, he accuses the Director General of the Senegalese National Lottery (LONASE), Abdourahmane Baldé, known as "Doura," of having taken extremely severe measures against several employees following his recent visit to the public company's premises.
A performance bonus check was the reason for the visit.
According to the account of the former Director General of LONASE, it all started with a call from the company's Financial Director last Friday, informing him of the availability of a check relating to his performance bonus for the 2025 financial year, "a check duly signed by the Director General himself."
Mr. Manga explains that he went to the General Directorate the following Monday to carry out "a legitimate administrative procedure." A visit which, according to him, lasted only about ten minutes.
Toussaint Manga explains: “Upon my arrival, I went to the office of the Coordinator of the General Directorate, Mr. Senghor, who immediately contacted the Financial Director. After signing the required administrative documents in the latter's office, I chose, for my own convenience, to wait for the rest of the procedure inside my vehicle.”
Dismissal, threats and exploitation of cameras
According to Toussaint Manga, the situation deteriorated immediately after this brief encounter, leading to a wave of sanctions targeting several LONASE employees.
He states in particular that the Coordinator of the General Directorate was immediately dismissed from his duties following this episode.
The former MP also mentions threats of sanctions made against the security guards who allowed him access to the premises, as well as against agents who simply took the time to greet him.
Even more serious, according to his statements, instructions were given to exploit surveillance camera footage in order to identify all employees who spoke to him and to demand written explanations from them.
For Toussaint Manga, equating a citizen's access to a public service for a valid administrative reason with a serious fault is a worrying managerial drift.
"LONASE is not a private entity."
Toussaint Manga was keen to firmly reiterate the status of the establishment: "The Senegalese National Lottery (LONASE) is a public company belonging to the State of Senegal, and not property inherited from a family estate. It is necessary to remind the current Director General of this basic reality," he insisted.
He also recalled that before his appointment as head of the General Directorate, the current head of LONASE himself frequented the premises and regularly visited the same Coordinator who has since been dismissed. He thus accuses the current Director General of treating LONASE as "a private domain where he can decree arbitrary access bans."
To conclude his reaction, Toussaint Manga issued a warning: "Let's be clear: I will return whenever an administrative necessity requires it, because the law and the right prevail over personal whims. He is free to give whatever instructions he wants for my next visit; he will then realize that stupidity has limits," he warned.
