Sénégal Numérique SA : Trois hauts cadres licenciés, un audit au cœur de la controverse
The case has raised numerous questions within Sénégal Numérique SA, formerly ADIE. Three senior executives (Wack Ndiaye, Ibrahima Fall, and Thiendella Kébé) were dismissed following a procedure they consider irregular. At the heart of their dispute is an audit commissioned by the current management, the conditions of which they contest, as well as its use as the basis for the dismissals.
Those concerned claim in particular that they have not been heard on the grievances held and denounce a 24-hour delay in responding to certain requests for explanations.
The main point of contention concerns a project carried out under the former leadership of Cheikh Bakhoum, with Bécaye Touré as administrative and financial director.
According to the three executives, a previous ARCOP audit had concluded that the works were in overall technical compliance and had not singled out any of the actors involved.
They claim, however, that the current dismissals are based on a new audit commissioned by the current management, with grievances they believe differ from those mentioned in the initial requests for explanations. This situation raises a central question: how to explain the discrepancy between the conclusions of the previous audit and those of the new one?
Those involved also point out that Bécaye Touré, then administrative and financial director, is still employed at Sénégal Numérique SA. These elements will have to be compared with the audit reports and the explanations from management.
The case focuses in particular on a contract awarded to the company Liteyca, which is allegedly linked to a financial loss estimated at several hundred million CFA francs. The managers dispute that this loss cannot be attributed to them personally. They maintain that the contract was initiated and signed by the previous management and that their involvement was essentially limited to technical supervision.
They believe that the chain of responsibility must be examined as a whole: contract negotiation, validation, performance of services, invoice control and payment scheduling.
Before their dismissal, the three managers claim to have been progressively deprived of responsibilities.
Wack Ndiaye, the technical coordinator, has approximately 20 years of seniority. He claims to have been demoted to the rank of simple agent and then appointed technical advisor without a clearly defined mission.
Ibrahima Fall, former logistics director, has a total of ten years in the company and claims to have been appointed cross-functional project manager without a mission after his demotion.
Thiendella Kébé, former head of the Telecom division, has 18 years of seniority and claims to have experienced a similar situation.
All three denounce a form of "administrative exclusion", claiming to have continued to show up for work without having specific tasks.
Those involved also claim that their access to company email, servers, work tools, and badges was deactivated at the time of their dismissal. Even more concerning, they allege that their bank accounts and cards were blocked within hours of their termination.
This claim remains to be verified with the establishments concerned and the competent authorities.
One of the executives, Wack Ndiaye, also claims to have learned of his dismissal while he was on leave in France, before receiving personal notification.
Beyond the fate of these three executives, the case raises questions about disciplinary procedures, the value of audits in dismissal decisions and the distribution of responsibilities in public or similar contracts.
The parties concerned are asking the competent authorities to verify the conditions under which the new audit was carried out, the respect for the principle of adversarial proceedings, the chain of responsibility in the Liteyca case, and the circumstances of the alleged freezing of their accounts.
The management of Sénégal Numérique SA will now have to provide its version on these different points, in order to establish the facts and determine any potential responsibilities.
