On October 7, 2026, the Thiès territorial gendarmerie brigade arrested H. Soumaré and M. Fall. The former is a retired administrative officer, the latter an IT specialist. The two men were brought before the public prosecutor at the Thiès High Court on Thursday morning, October 8.
It all began in 2023. H. Soumaré was still working as an administrative officer at the Thiès governorate. He allegedly used his position with the administrative authorities to gain privileged access to land-related matters. He is said to have acted in collusion with the IT specialist, M. Fall.
According to our sources , both men allegedly fabricated false land deeds. These documents were reportedly used to defraud buyers.
The investigation indicates that most of these buyers were victims. They include AM Sèye, president of the Thiès Chamber of Trades, members of his family, and emigrants. In exchange for the money paid, the two suspects allegedly provided them with forged deeds. These documents did not grant them any real rights to the plots in question, leaving the buyers without valid title to the land they thought they had purchased.
