National Horse Racing Committee: A financial statement of over 386 million CFA francs raises questions

The National Horse Racing Management Committee (CNG) held its general information meeting this Saturday, October 24th, at the Léopold Sédar Senghor Stadium. At this meeting, the team led by Bassirou Fall presented the report for the 2025-2026 season. While the figures in the report indicate revenues of nearly 387 million CFA francs, several expenditure items raise questions about the financial management of the organization.

According to the figures presented in this report, the CNG's total revenue amounted to 386,780,000 CFA francs, compared to total expenditures of 381,447,896 CFA francs. This resulted in a surplus of 5,332,104 CFA francs. While this is a positive result from an accounting perspective, it is not enough to resolve the questions surrounding the allocation and justification of these expenditures.

Over 4 million CFA francs for transportation costs

Among the significant expenditure items are transportation costs, which exceed 4 million CFA francs. Added to this are administrative mission expenses, estimated at 2,825,000 CFA francs, and meeting expenses, which reach 2,090,000 CFA francs.

These expenses, related to the institution's administrative operations, represent sums that warrant examination in light of the activities actually carried out during the season. The issue of transparency arises particularly regarding the nature of the travel undertaken, the missions completed, and the meetings involved.

11.5 million CFA francs in representation allowances for the president

Another striking figure in the report is the president's representation allowance, which amounts to 11,500,000 CFA francs. This sum is one of the items that particularly attracts attention in the analysis of the expenses of the governing body of horse racing.

This funding allocation requires clarification regarding its allocation methods, calculation basis, and the provisions governing its disbursement.
