Yakaar-Teranga : Ibnou Sougoufara préconise une approche juridique face au contentieux avec Kosmos
The dispute surrounding the Yakaar-Teranga gas project must, according to energy economist Ibnou Sougoufara, be addressed through legal channels to clarify its intricacies. A guest on the Seneweb Eco program this Sunday, September 13, 2026, the president of Sengov'Risk stated that the case requires the establishment of a commission of inquiry. "We simply need to set up a commission of inquiry to see what's happening, the ins and outs," he declared.
The economist also suggests seeking American legal expertise. "If Kosmos has not complied with this and the government knows that Kosmos has not complied, an American lawyer should be hired and put on the case," he stated, believing that this approach could quickly clarify the dispute.
Regarding the project's development, Ibnou Sougoufara believes that the Yakaar-Teranga gas field can still attract partners. "The deposit is already there; it's attractive today," he stated, before adding that proof of reserves is a determining factor in attracting investors.
The economist calls for greater promotion of onshore gas
Beyond Yakaar-Teranga, the Seneweb Eco guest argues for a more proactive strategy regarding gas, particularly onshore resources. He believes that Senegal possesses reserves that it should seek to develop more effectively.
“Onshore gas is extremely important because we have onshore gas,” he argued. According to him, the country must accelerate exploration and implement a strategy to attract partners.
Ibnou Sougoufara further stated that recurring discussions about renegotiating contracts can harm the sector's attractiveness. "Restructuring is not good. No, it doesn't attract investment," he asserted, calling instead for a focus on promoting available blocks of land.
For him, Senegal must adopt an approach adapted to the realities of the international oil and gas sector. "We will have to try to develop strategies and really be proactive, helping companies to set up operations," he recommended.
Regarding the Gas-to-Power project, he believes that onshore gas development could help strengthen the country's energy supply. He therefore calls on the authorities to be more proactive in seeking partners and promoting available resources.
