Dépollution de la baie de Hann : Le ministre Cheikh Tidiane Dièye exprime sa satisfaction et annonce la date de mise en service des ouvrages
After decades of uncertainty, the outlook seems brighter for the Hann Bay Cleanup Project (PDBH). All construction sites have reached a satisfactory level of completion. This assessment was made by the Minister of Water and Sanitation, Dr. Cheikh Tidiane Dièye, who visited the site on Monday, March 9, 2026, to inquire about the progress of the work. The visit was followed by a meeting of the Steering Committee, held at the Mbao wastewater treatment plant, in the presence of the Director General of the National Sanitation Office of Senegal (ONAS), Mr. Séni Diène; the Director of Sanitation, Mr. Oumar Sène; and technical and financial partners, among others.
The Mbao wastewater treatment plant is 95% complete
On site, the minister visited, in turn, the Mbao Wastewater Treatment Plant (WWTP), which constitutes lot 2, and which is the most advanced work with a 95% execution rate; the interceptor (lot 1), which receives all the water that flows into the bay, is 82% complete; lot 4, which concerns the connection of industrials to the network, has reached an 87% execution rate.
For lot 5, which is the draining of canal 6 which flows directly into the bay, the dredging work is 100% complete, and the canal repair work is 50% complete, and lot 6 which connects the households of the Guinaw-Rail North and Guinaw-Rail South area, is at 36% completion rate.
Dr. Cheikh Tidiane Dièye also noted that Lot 7, the most recent tender issued, concerning the sanitation of the Autonomous Port of Dakar, has commenced. Lot 3, however, has not yet started, but the contract is finalized, and only the signing of the loan financing agreement remains before work can begin.
At the conclusion of his visit, which followed his visit last year, the minister expressed his satisfaction with the level of implementation achieved. According to him, the work continued at a commendable pace, which led to these satisfactory results.
However, the state authority has once again insisted on accelerating the work so that the projects are completed and put into service by 2027.
Six recommendations from the steering committee
This visit was followed by a meeting of the Steering Committee (Copil) for the Hann Bay cleanup project. This important meeting, organized by the Ministry of Water and Sanitation through its sanitation department, focused on monitoring and evaluating the progress of the work undertaken within this key project, which aims for the sustainable improvement of the environment and the living conditions of the communities surrounding Hann Bay. Unlike previous committee meetings, this one included representatives from the Ministry of the Environment and Ecological Transition, the Ministry of Finance and Budget, and the Ministry of Agriculture, Food Sovereignty, and Livestock.
This steering committee also brought together all stakeholders, including technical and financial partners such as the French Development Agency (AFD), the Kingdom of the Netherlands, the China Development Bank, and the European Union. Participants discussed the constraints to project implementation before proposing solutions. However, the meeting primarily served as an opportunity to review the progress of this project, which has been designated a priority by the President of the Republic, Bassirou Diomaye Faye.
Following the work, the minister issued six recommendations to move forward and complete the projects by 2027 at the latest. These are:
1-The relevant departments of the Ministry of Economy, Planning and Cooperation will undertake with the Embassy of the Netherlands the necessary steps for the signing of the additional agreement of 10 million Euros in order to allow the start of the outfall into the sea, the completion of which constitutes a prerequisite for the operation of the structure.
2-The competent services of the Ministry of Finance and Budget will take the necessary steps for the payment of contract registration fees, customs duties and VAT refunds to companies in order to allow the start of lot 7, in particular the sanitation of the Autonomous Port of Dakar (PAD), 18 km of network and 5 pumping stations.
3- ONAS will start work on lot 8 as soon as possible, particularly the industrial pre-treatment units, and will operationalize the industrial sanitation unit without delay. This unit must be a significant component.
4- The relevant departments of the Ministry in charge of livestock will work to secure the necessary funding for upgrading the SOGAS facilities, the scope of which will be determined by the ONAS teams. ONAS will conduct the necessary studies, but the Ministry in charge of livestock should do what is necessary for us to complete the project.
5-The DA, the ONAS with the support of CSP will undertake the reflection to propose before the end of the works, all the relevant options concerning the transitional arrangements of the wastewater treatment plant on the one hand and on the other hand its definitive management, once the works are completed.
6-ONAS and DA will ensure that the regional monitoring committee is convened to present to its members the progress of the project and to initiate a process of involvement and progressive ownership of the project by the populations and citizens of the riverside communities.
It should be noted that the overall cost of this Hann Bay cleanup project is estimated at 124,504,980,000 FCFA. This amount was covered by several donors, namely: the French Development Agency (AFD) which provided a grant of 54,630,600,000 FCFA, Invest International 33,129,450,000 FCFA, China Development Bank injected 9,449,550,000 FCFA, the European Union 18,550,500,000 FCFA in terms of contribution, and the State of Senegal which covered various expenses and the IEC (Integrated Education Centre) excluding expenses to the tune of 8,744,880,000 FCFA.
