At the Kiiraay party's winter university this Saturday, Aminata Touré strongly challenged members of parliament on respecting the Constitution, the justice system, and institutions. The former Prime Minister and member of the party believes that the National Assembly must be "in complete harmony" with the Constitution and accept court decisions, even when they do not align with political preferences. "What is happening in the Assembly is deplorable and unacceptable. These verbal attacks directed at the institution embodied by the Head of State are regrettable," she said.
In her address, she placed respect for institutions and the Constitution at the heart of her party's political platform, while also delivering a direct message to the National Assembly. She argued that a democracy cannot function sustainably if one of its main institutions operates outside the constitutional framework. Aminata Touré continued, "The National Assembly must have rights that are in complete harmony with the Constitution," she declared, before emphasizing the role Parliament must play in defending the independence of the judiciary and freedom of the press.
"The Republic cannot be built on unconstitutionality."
Mimi Touré also defended the principle of accepting judicial decisions, even when they do not align with current political interests or desires. "The National Assembly, too, defends the independence of the judiciary and freedom of the press. And it also accepts judicial decisions, even when they do not align with our political wishes," she asserted.
In the same vein, she emphasized that judicial independence could not be used as a political bargaining chip. "Judicial independence is also a central element of our democratic system. It is not a bargaining chip," she declared. The politician thus presented respect for institutions as one of Kiraay's founding principles.
MPs in the crosshairs
The National Assembly was a particular target in the remainder of her speech. Mimi Touré argued that political differences among parliamentarians should not weaken the institutions. She specifically denounced what she considered an abuse of parliamentary immunity that could undermine democratic processes.
For her, Senegal must preserve its model of peace, dialogue, and stability. "Dialogue is never a weakness, it's a strength," she emphasized. The coordinator of the Diomaye President coalition also stressed the need to protect the country's stability, asserting that it should never be taken for granted.
Beyond the institutional controversy, she called on her party's leaders to get involved on the ground and participate in establishing a presence in neighborhoods, villages, and local communities. Kiiraay thus intends to position itself as a "shield" for the Republic, with its stated priorities being the protection of institutions, stability, respect for the Constitution, the presence of women and youth in decision-making bodies, and the strengthening of regional and Africanist dialogue.
With the upcoming elections approaching, Mimi Touré finally called on party leaders to combine intellectual reflection with political presence on the ground.
