Project Elsie: The National Police, a pioneer in integrating gender into the defense and security forces

Projet Elsie : La Police nationale, pionnière dans l’intégration du genre dans les forces de défense et de sécurité

Promoting the participation of female police officers in peacekeeping operations and strengthening their psychosocial preparation, leadership skills, and knowledge of available support mechanisms on missions, in order to foster their integration and operational effectiveness, is the objective of a mentoring and psychosocial support workshop held at the Camp des Martyrs du 16 février in Thiès (formerly Camp Tropical GMI) on September 4, 2026, as part of the implementation of the National Police's Elsie Project: "Active Participation of Women in United Nations Peace Operations."

In front of the fifty (50) female police beneficiaries, including thirty-five (35) selected for a FPU mission within MONUSCO and fifteen (15) who passed the SAAT tests, with a view to deployment as IPO, Chief Commissioner of Police Jean Mané, Deputy Director of the GMI, chairing the meeting on behalf of the DGPN, recalled that this Elsie project, of which Senegal is the first African beneficiary country, aims to increase the active participation of women in peacekeeping missions and in the national long-term reserve lists.

Commissioner Mané notes that the National Police is aware of the important role of women in police services and internationally in peacekeeping missions. He emphasizes that it is, in fact, a pioneer in gender integration within the defense and security forces. This integration dates back to 1981 with Law No. 81-63 of November 24, 1981, supplemented by implementing decree No. 82-019 of January 22, 1982. With its 16th graduating class, the Senegalese Police recruited, for the first time, 10 women: one Commissioner, five Officers, and four Police Inspectors.

This recruitment of female officers was subsequently extended to other ranks with Law No. 83-62 of June 3, 1983. To date, the Senegalese Police Force has a 10.18% female representation, including 29 police commissioners. The Deputy Director of the GMI noted that, internationally, in accordance with United Nations recommendations, the gender dimension is well integrated into peacekeeping operations, as evidenced by the selection and appointment, for the second time, of a female police commissioner to command MONUSCO 6, a role that requires proven skills and leadership in a specific context. Commissioner Khady Fall had previously commanded MONUSCO 4, which he stated was a successful mission.

Chief Superintendent Jean Mané continued: “The Elsie project, from which the National Police benefits, reinforces our commitment to the active participation of women in the core missions of the Police. These missions can only be effectively and fully accomplished by competent and diverse human resources, composed of women and men working at all levels, including in decision-making.” The senior officer reiterated that the Police's objective, beyond this project, is to integrate strong representation of female police officers into all peacekeeping operations, in accordance with United Nations recommendations, the National Police master plan (OS1: improvement of the legal framework and strengthening of human resources), and the new Sectoral Policy document aligned with the new Senegal 2050 vision.

It is in this context, explains the Deputy Director of the GMI, that we are gathered today for a one-day mentoring and psychosocial support workshop with 35 women selected for a FPU (MONUSCO) mission and 15 IPOs who have passed the SAAT tests. The objective is to strengthen the beneficiaries' psychosocial preparedness, their leadership skills, and their knowledge of the support mechanisms available on mission, in order to facilitate their integration, stress management, and operational performance in peacekeeping operations.

Police Commissioner Binetou Guissé, head of the National Police's Gender Division, discussed the purpose of the meeting regarding the psychosocial preparation of MONUSCO 6, which is scheduled to deploy to the Congo. She noted that the police carry out missions both within Senegal and in peacekeeping operations. "Today, MONUSCO will be deployed and commanded by a female police commissioner, with a very acceptable percentage of women," she stated with satisfaction.

Commissioner Guissé explained that it was within this framework that we organized a psychosocial preparation day, supported by the National Police's Elsie project, at the initiative of the National Police Directorate General. She emphasized that the objective would be to discuss issues of women's leadership in external operations, especially since women can play a significant role in maintaining and supporting peace.
