Vidéo-Assemblée nationale : Vive altercation entre la ministre Mame Coumba Diop et le député Cheikh Bara Ndiaye
The National Assembly was the scene of intense tension following remarks made by MP Cheikh Bara Ndiaye. During his speech, he directly attacked the composition of the President's inner circle, asserting that the figures who had supported the election of President Bassirou Diomaye Faye were no longer by his side and that the government was now surrounding itself with "increasingly less credible" individuals.
These statements provoked exasperation among government members. The Minister attached to the Minister of Culture, Crafts and Tourism, in charge of Culture, Creative Industries and Historical Heritage, Mame Coumba Diop, then directly interrupted the MP to reply to him.
A reminder of the rules to the Speaker and instructions from the Prime Minister
Faced with this violation of the rules of parliamentary debate, the president of the National Assembly, Ousmane Sonko, immediately took control from the rostrum to remind the minister of her obligations and defend the right of deputies to speak.
“We are in the National Assembly and members of parliament are free to express themselves. It is not the place of a member of the government to interrupt a parliamentarian’s speech. Madam Minister, I am calling you to order. Please remain silent so as not to force us to resort to other solutions,” said Ousmane Sonko.
Following this warning, Prime Minister Amadou Al Aminou Lo called in a member of his protocol to remove the minister from the chamber, thus putting a definitive end to the incident and allowing the resumption of work.
Subsequently, the head of government addressed the Speaker of the National Assembly, stating, “You will allow me to express my regret over the incident, while citing Article 64 of the National Assembly's Rules of Procedure. Democratic debate must be calm, courteous, and impersonal, and paragraph 2 stipulates that all personal attacks and any questioning of colleagues are prohibited.” “I repeat, the government will act responsibly, but let us avoid provocations. I personally asked the Minister to withdraw because I do not want any incident,” he declared on Tuesday during the General Policy Statement.
