CANDIDATURE DE MACKY SALL, LA DÉMESURE DU PROCÈS ( Par Dr Cheikh Omar DIALLO)
Dear friend and brother Babacar Justin Ndiaye, good God, it's been a long time!
For the past ten months, I have never been truly convinced of the merits of President Macky Sall's candidacy for the position of UN Secretary-General. But once the process was initiated, we supported him. He lost. He withdrew. We acknowledge his withdrawal with the respect and dignity it deserves.
One can challenge a candidacy without belittling an institution. One can criticize a former Head of State without turning their failure into a national humiliation. One can speak out forcefully. But one must still have evidence to match the rhetoric.
Your article, "The Mother of Mistakes," raises a very legitimate question: was this candidacy sufficiently prepared and supported? But this question remains buried under an avalanche of excessive adjectives: "dishonorable," "toxic discharge," "obscure officials." The indictment is impressive. The argument less convincing.
First, since when is serving the world a disgrace?
Your central argument is surprising: a former president would lower himself by becoming Secretary-General of the United Nations. On what scale? According to what ranking? Does a past presidency confer a dignity superior to any future responsibility?
The greatness of a function is also measured by the cause it helps to serve. Preventing a war, mediating, mobilizing nations: should one renounce these things to preserve one's status?
We do not descend from history simply because we change responsibilities.
The Secretary-General is certainly subject to international power dynamics. Who can deny that? But the influence of the five permanent members does not make him their servant. The Charter forbids him from receiving government instructions and recognizes his right to alert the Security Council to a threat to peace. The constraints are real. They are not enough to define the office by subservience.
The precedents also deserve more clarification. Vaira Vīķe-Freiberga was a candidate in 2006 while she was still President of Latvia. She was therefore not a former president, strictly speaking. But a sitting European head of state clearly saw no disgrace in seeking this responsibility.
Michelle Bachelet, twice president of Chile, was also a candidate. Chile is, admittedly, located outside the continents you listed. Nevertheless, her example addresses the core of your argument: having led a country does not preclude one from wanting to serve the UN or from seeing it as a high mission.
Next, where is the evidence?
Burundi's sponsorship was debatable. Its diplomatic cost warranted examination. But to claim that Kigali prevented unified African support requires more than "good sources." Which states changed their position? What steps were taken? What facts support this link?
The hypothesis deserves examination. It does not become a fact simply by the assurance of the one who states it.
The same requirement applies to accusations against President Donald Trump. Labeling him a "fence" requires precise proof. And to infer from his insulting remarks that every African candidate was doomed from the start is to mistake prejudice for a diplomatic decision.
A formula can hit the mark. It can also miss the mark.
Finally, why refer to the candidates as "obscure" ministers or civil servants? Does their lower profile make them less competent? A presidential election grants a mandate to govern a country. It does not confer a certificate of superiority for all international positions.
Macky Sall cannot be made to be better by diminishing his competitors.
And why should Senegal and the whole of Africa bear the burden of the outcome of a candidacy? Where is the collective humiliation? In the act of competing? In encountering resistance? In withdrawing?
A continent does not lose its dignity because one of its sons does not obtain a position.
The real debate remains; the heart of the matter: preparation, alliances, the controversial choice of sponsorship, the strength of support, and an unbiased assessment of the chances. On these points, a well-documented critique would be helpful. It would allow us to understand the diplomatic errors and learn from them.
But opening the trial with Saddam Hussein and closing it with the humiliation of Africa gives the text a scope that its evidence does not support.
Dear Babacar, your punctuation is flawless, your pen has breath, your language is flowery, but on such a subject, we also expected it to provide facts.
You wanted to highlight the excessiveness of a candidacy. You mainly revealed the excessiveness of a trial.
