Assemblée nationale : Ouverture d'une session extraordinaire aux dossiers législatifs et financiers sensibles
The National Assembly is preparing to open a particularly busy extraordinary session. Summoned this Monday at 10 a.m., the deputies will have to examine several major legislative texts, but also vote on a series of proposals for commissions of inquiry into sensitive public management issues.
According to a decree issued by the Bureau of the National Assembly, this extraordinary session is convened in accordance with Article 63 of the Constitution and Article 7 of the Parliament's Rules of Procedure. Three bills are at the heart of the proceedings. Members of Parliament will examine Bill No. 15/2026 on the Labor Code, Bill No. 16/2026 on the Social Security Code, and Bill No. 25/2026 on the protection of critical information infrastructure and digital security. The agenda also includes the examination of Bill No. 33/2026 amending Article 37 of the Constitution, and Bill No. 34/2026 on the legal framework for special appropriations.
Beyond examining the legislative texts, parliamentarians will have to give their opinion on several proposed resolutions establishing commissions of inquiry. These investigations concern, in particular, the "serious shortcomings" observed in the management of land in various housing developments and the public maritime domain. Members of Parliament also wish to shed light on the sale of state-owned buildings to private individuals under conditions deemed irregular.
The National Assembly also intends to examine the Senegalese government's use of TRS-type financial mechanisms. Another issue slated for attention is the "One Student, One Computer" program of the Ministry of Higher Education, Research, and Innovation. A parliamentary inquiry is planned into potential irregularities in the awarding and execution of contracts since 2017. According to the agenda items, the program represents a cumulative commitment of approximately 48 billion CFA francs, based on roughly 6 billion CFA francs per year.
Members of Parliament will finally have to vote on issues related to the management of public finances and fisheries resources. Specifically, they plan to examine revenue sharing and the management of tax exemptions. The conditions for issuing and renewing fishing licenses are also among the topics submitted to Parliament.
This extraordinary session is shaping up to be a crucial legislative and oversight event for public action. Between labor and social security reforms, constitutional revisions, digital security, and parliamentary inquiries, members of parliament will have to address issues directly related to governance, public finances, land ownership, and the management of national resources.
