Commissions d'enquête à l'Assemblée : Momar Talla Ndao répond aux accusations de partialité et tacle l'opposition
Invited to the RTS program "Point de vue," Pastef MP Momar Talla Ndao, who heads the parliamentary inquiry into the sale of state-owned buildings, defended the work of the MPs against criticism from the Takku Wallu parliamentary group. He also denounced the use of the blocked vote, which he considers a mechanism for preserving hyper-presidentialism.
Pastef MP Momar Talla Ndao maintains the parliamentary majority's commitment to pursuing ongoing reforms, despite the Constitutional Council's rulings. A guest on the RTS program "Point de vue," he defended the bills introduced by his party's MPs, arguing that they reflect commitments made to the Senegalese people.
According to him, the parliamentary initiatives are part of the "Diomaye for President" program, on the basis of which the current head of state was elected. He cites in particular the reform of special funds and the proposals relating to parliamentary oversight of oil contracts. For the MP, the difficulties encountered by these texts do not call into question their relevance, but rather raise a question of political responsibility and respect for electoral commitments.
Momar Talla Ndao also criticizes the use of the blocked vote, which he considers an obstacle to the National Assembly's initiatives. In his view, this mechanism contributes to maintaining a system marked by hyper-presidentialism, while the parliamentary majority intends to promote a better distribution of powers between the institutions.
“We are in a dynamic of rupture, in a dynamic where all institutions must function properly,” he argued, reaffirming the deputies’ willingness to pursue reforms despite institutional obstacles.
Commissions of inquiry: an instrument of control and accountability
When questioned about the criticisms from the parliamentary group Takku Wallu, which denounced a "theatricalization" and a "political circus" surrounding parliamentary inquiry commissions, the Pastef deputy defended the approach of the National Assembly.
He points out that the role of members of parliament is not limited to voting on laws. Evaluating public policies and overseeing government action are also part of their constitutional prerogatives.
For Momar Talla Ndao, commissions of inquiry are therefore an essential tool for transparency and accountability. He believes that officials who have held public office must be able to account for their management, particularly when it concerns state funds or assets.
The parliamentarian acknowledges, however, that improvements can be made to the conduct of the hearings, particularly in their format. He points out that many members are participating in this type of exercise for the first time. But, in his view, these difficulties do not justify abandoning the process.
He also emphasized the preparatory work carried out before the hearings, mentioning documentary research, the preparation of questions, and cross-checking. He further reiterated that a parliamentary commission of inquiry is not intended to replace a court of law, nor to consider those questioned as guilty.
Takku Wallu called upon to assume his responsibilities
The announced withdrawal of Takku Wallu from the parliamentary inquiry committees is also a point of contention. Momar Talla Ndao points out that this parliamentary group itself chairs the committee dedicated to land issues, headed by MP Aïssata Tall Sall.
He finds it contradictory that parliamentarians who called for a land inquiry are now considering withdrawing from the work. He believes they must continue their mission and present the results of their investigations to the Senegalese people.
The MP is therefore inviting Takku Wallu to clarify the reasons for his withdrawal and any difficulties encountered in conducting his work, rather than abandoning the commission.
Hearing of Abdou Karim Fofana: Momar Talla Ndao defends the conduct of the proceedings
In his capacity as chairman of the commission of inquiry into the transfer of state-owned buildings, Momar Talla Ndao also responded to accusations of bias made by former minister and director general Abdou Karim Fofana during his hearing.
The MP rejects these criticisms. He explains that his role is to keep the discussions focused on the questions asked, while allowing those being questioned to respond under good conditions.
He argues that follow-up questions are necessary when an answer fails to clarify the facts being sought. According to him, the tensions observed during Abdou Karim Fofana's hearing were primarily due to difficulties in maintaining dialogue within that framework.
While regretting the controversy sparked by this exchange, Momar Talla Ndao believes the hearing proceeded satisfactorily. He feels that the Senegalese people, who were able to follow the proceedings, are capable of forming their own opinions.
Through his various public stances, the Pastef deputy defends the continuation of parliamentary reforms and commissions of inquiry, which he presents as instruments of democratic control, transparency and improvement of public management.
