In a report prepared by its Analysis and Foresight Unit, the Alliance for the Republic (APR) directly accuses the government of having broken the growth momentum initiated between 2014 and 2024 under the Emerging Senegal Plan (PSE). According to the former ruling party, the rhetoric used from 2024 onwards regarding the alleged manipulation of debt figures unnecessarily "damaged the perception of the country's financial situation and its credibility with financial partners."
Detailing the decisions made in the 2026 supplementary budget bill, the political party emphasizes that Senegal has entered a period of significant turbulence. The APR points to the marked slowdown in economic growth—revised from 5% to 2.7%—warning that the country risks sinking into a vicious cycle combining declining public revenues, contracting investments, and weakening future productivity.
Tax losses, underperformance of the PRES and explosion of the deficit
On the revenue side, the APR highlights a projected shortfall of 453.3 billion FCFA in tax revenue, reduced to 4,931.5 billion FCFA in the 2026 Amending Finance Bill (a decrease of 8.4%). The document specifically targets the failure of the Economic and Social Recovery Plan (PRES): "The figures in the 2026 Amending Finance Bill confirm our criticisms: the program's expected tax revenue has fallen by 400.1 billion FCFA, representing approximately 57%. In other words, only about 43% of the initially anticipated revenue would be collected by the end of 2026," the report notes, recalling the Finance Minister's admission that only 162 billion FCFA had been collected by the end of September.
Meanwhile, the deteriorating budget balance is worrying the opposition. The deficit is widening to 1,735.2 billion FCFA (7.6% of GDP), while the overall financing requirement is climbing to 6,961.3 billion FCFA. Denouncing the lack of publication of the 2025 debt statistics bulletin, the APR fears that the debt ratio will far exceed 2024 levels. This situation is exacerbated by the increased cost of debt servicing—including interest payments rising by 94.6 billion FCFA in 2026—the 4.2% drop in the value of sovereign bonds, and the downgrade of Senegal's credit rating on the markets.
Operating expenses deemed unjustified
Beyond macroeconomic aggregates, the APR's Analysis and Forecasting Unit denounces a lack of coherence in the executive's budgetary choices. While the government is asking the population for sacrifices and making significant cuts in investment credits, the party notes with surprise the increase in operating expenses for goods and services (+35.7 billion FCFA) and the surge in current transfers (+499.3 billion FCFA).
The APR concludes its indictment by warning that political instability and parliamentary gridlock risk exacerbating the mistrust of international creditors, further complicating the process of restructuring the national debt and directly threatening the socio-economic stability of the country.
