Diomaye-Sonko : la bataille de « fonds » si spéciaux
After the major battles of principle and vision that led to the political split, now comes the time for squabbles over minor budget lines, or more simply, over coffers. In Senegal, the debate on special appropriations is taking on the air of a political-budgetary soap opera: who controls what, who keeps what, and above all, who can look into which coffers?
In the National Assembly, the proposed law aimed at regulating these famous credits has already caused the Executive to balk.
The government wanted to extend oversight to the funds of the Presidency, the Prime Minister's Office, and the National Assembly. The Pastef deputies responded with a resounding "No!" Six government amendments? Six rejected. This committee knows how to count.
The government also wanted to give special appropriations a broad enough definition to encompass social emergencies, solidarity, national stability, and a few other necessities. Members of Parliament, however, want to narrow the definition down to defense, security, and intelligence. In short, everyone wants to lock the box… but not necessarily with the same key.
The most intriguing aspect remains the oversight. Members of Parliament want the Finance Committee to be able to scrutinize how funds are used. Not to search pockets, no. Just to examine the registers, the logs, the supporting documents. A glimmer of light in an area traditionally shrouded in secrecy.
And now the government is reminding everyone that special appropriations fall under the President's regulatory authority. Political translation: "Move along, there's already a procedure in place!" Parliamentary response: "Precisely, we want to know what it is."
This new battle between Diomaye and Sonko therefore promises to continue in plenary session.
After the black crates, here come the grey crates, the white crates and, soon perhaps, the transparent crate.
In a country obsessed with accountability, the hardest part isn't counting the funds. It's agreeing on who has the right to count them.
