Maguette Diop alerte sur un risque de « règlement de comptes » entre l’Exécutif et le Législatif
Invited to the "Grand Jury" on Sunday, August 23, 2026, the teacher-researcher specializing in constitutional law and public finance, Maguette Diop, spoke about the divergences that have become evident between the Executive and the National Assembly.
Recalling that Senegal has long been characterized by the "majority rule", with a ruling party holding a parliamentary majority, the jurist believes that the current situation, marked by a more offensive National Assembly, constitutes a change in institutional functioning.
But this parliamentary offensive also carries a risk, according to the public law specialist. "We must also avoid actually moving towards a settling of scores," he warns.
When asked about the possibility that this trend was already evident, Maguette Diop acknowledged the risk. "I don't know for sure, but in any case, we risk sliding slowly but surely towards that," he stated on RFM radio.
He cites in particular the reform on the declaration of assets, which is scheduled to be implemented in 2027, but which was examined under an emergency procedure. "A law that is supposed to be implemented in 2027, but the law is being passed under an emergency procedure, that is to say, quickly. So, everything seems as if people are rushing," he notes.
For this academic, the challenge is therefore to preserve the oversight function of the National Assembly without transforming institutional differences into political confrontation. According to him, oversight of government action remains "a good sign for democracy," provided that parliamentary initiatives do not descend into a logic of settling scores.
Furthermore, Maguette Diop insists that parliamentary oversight and legislative initiative are normal prerogatives of the National Assembly. "Legally speaking, at least in a democracy, the fact that the National Assembly proposes laws, proposes societal projects, and oversees the government's actions is a good thing; it's a good sign for democracy," he says.
