During a press conference organized by Pastef-Les Patriotes, the former Minister of Petroleum and Energy, Birame Souleye Diop, discussed the rise in hydrocarbon prices and the mechanisms that had been considered by the previous government to avoid such a situation.
Birame Souleye Diop specifically mentioned the impact of the conflict between Iran and Israel, as well as the international context, on hydrocarbon prices. According to him, the government had done everything possible, during his tenure as minister, to maintain prices at their current level.
“We did everything we could to maintain prices,” he explained, recalling that the state had kept prices stable thanks in particular to subsidy mechanisms and the taxation applied to petroleum products.
A study commissioned to anticipate an increase
The former minister also claims that a study had been commissioned by the President of the Republic and Prime Minister Ousmane Sonko at the time in order to determine the mechanisms to reform the system.
According to Birame Souleye Diop, the results of this study were sent to him on May 19, a few weeks before his departure from the government, which occurred on June 11.
He points out that taxes on petroleum products could reach 52% or 27% depending on the product, with an average estimated at around 41%. He indicates that Prime Minister Ousmane Sonko had requested that scenarios be studied to reduce this tax burden to 15%, 20%, or 25%.
“990 FCFA is not the true price,” he argued, believing that the system should gradually evolve towards greater transparency of real costs.
Towards a reform of the subsidy system
Among the recommendations from the study, Birame Souleye Diop cites in particular the revision of the legislative and regulatory framework, in particular the General Tax Code, as well as the establishment of a permanent committee responsible for regularly monitoring the evolution of the sector.
This committee was supposed to meet every three months, he said. The former minister also advocated accelerating the digitalization of the sector.
For Birame Souleye Diop, the main challenge was to gradually establish a "true price system," while abandoning the generalized subsidy system in favor of a targeted protection mechanism for the most vulnerable populations. "Any delay in implementing these mechanisms will lead to an increase in subsidies," he warned.
The former minister finally stated his willingness to continue discussions on this issue: "I remain open to a debate with opposing viewpoints."
