The Pastef-Les Patriotes parliamentary group refused to adopt the 2026 supplementary budget bill (LFR) in its current form. Following deliberations in the Finance and Budget Control Committee, the majority party members laid out their conditions for reconsidering their position.
In a statement released on Friday, October 23, 2026, the parliamentary group explained that its refusal does not call into question the need to revise the budget to take into account new economic constraints. However, it denounced disagreements regarding certain budgetary decisions, the chosen financing methods, and the inadequacy of the guarantees provided to the National Assembly.
Pastef also regrets that the concerns of the parliamentary majority and the requests of the committee have not received the expected institutional attention. "The National Assembly is not a rubber-stamp chamber. It votes on legislation and must have all the information necessary to carry out its responsibilities," the group reminds us.
Investments and purchasing power are at the heart of the requirements
To reconsider its position, Pastef first demands the preservation of public investments and social priorities. The group wants a review of budget cuts affecting, in particular, health, education, vocational training, water resources, infrastructure, and industry, as well as the key projects of the National Transformation Agenda. It recommends that adjustments focus primarily on spending deemed non-essential.
The second requirement is protecting household purchasing power and achieving a lasting reduction in energy costs. For Pastef, any reduction in energy subsidies must be accompanied by a decrease in taxes on petroleum products, as well as in the costs of electricity supply and production. The group also demands that these measures not lead to any price increases for households and businesses.
120 billion FCFA from CERP: Pastef demands explanations
The parliamentary group is also demanding greater transparency regarding the 120 billion CFA francs allocated to the Autonomous Contingent Emergency Response Project (CERP). It is requesting the release of agreements concluded with the World Bank, as well as justifications for the origin, allocation, and budgetary classification of the funds. Pastef also wants to know the impact of these operations on investment projects whose funding has been deferred.
Another point raised was the government's spending and the oversight of special funds. The group called for an acceleration of the program to streamline the semi-public sector, which notably includes the elimination of 19 entities and net budget savings of at least 55 billion CFA francs over three years. It also requested a reduction in non-priority operating expenses and strengthened traceability and control of special funds.
Budgetary sincerity and debt are also in question
Finally, Pastef is demanding guarantees regarding budgetary sincerity and debt transparency. The group is requesting justification of the projected deficits for 2026 and 2027 in light of ongoing adjustments, the rebasing of GDP, the actual execution of expenditures, and, in particular, public investments financed by external resources.
It also demands the release of the audit reports from the General Inspectorate of Finance (IGF) on non-financial debt and from Forvis Mazars, as well as details on the State's financial commitments and the debt sustainability trajectory.
The parliamentary group affirms its openness to dialogue with the government before the plenary session, hoping to reach an agreement. It believes that restoring public finances should not come at the expense of Senegalese citizens' purchasing power, nor at the cost of sacrificing investments essential to the country's development.
Pastef says it wants to defend a "transparent, sincere and sustainable" budget, capable of protecting Senegalese people today without compromising the development capabilities of Senegal tomorrow.
