In outlining his roadmap to the National Assembly on Tuesday, the Prime Minister rejected a change of course compared to that indicated twenty months earlier by his predecessor, instead acknowledging a shift in approach. Does reading the speeches of both men before the deputies bear him out? The answer.
Should we believe Ahmadou Al Aminou Lô? During his General Policy Statement (DPG), the Prime Minister declared that his government is not changing course from that set by his predecessor, Ousmane Sonko, whom he succeeded on May 25, 2026 and who welcomed him this Tuesday as President of the National Assembly.
The economist asserts that his only compass remains "Vision Senegal 2050", the reference framework for public policies of the government resulting from the 2024 presidential election. Especially since, as he himself reminds us, he "ensured the finalization of the Masterplan 2025-2034" , which constitutes its strategic and operational implementation for the first ten years.
Al Aminou Lô, however, is taking a different approach. "A change inspired by my long career ," emphasizes the specialist in economic policy and public finance, who spent most of his career as a senior civil servant at the Central Bank of West African States (BCEAO). "Nothing is changing , then," the head of government insisted before the members of parliament . "Everyone has their own method. We will keep the promise of the Senegal that the people truly chose. This government will stay the course."
While we await a judgment based on the facts, as he practically begged, should we give credence to the current Prime Minister's assertion, comparing his policy statement with that of Ousmane Sonko? Seneweb posed the question to artificial intelligence. Here is its answer (below in italics) .
"By comparing their respective General Policy Statements, one conclusion is inescapable: Al Aminou Lô and Ousmane Sonko seem to share the same destination, but not quite the same way of leading Senegal there.
The course, however, remains unchanged. Economic sovereignty, structural transformation, social justice, recovery of public finances, state efficiency, development of national production: the main priorities championed by the new Prime Minister clearly follow on from the project initiated in 2024 by Ousmane Sonko and the regime of President Bassirou Diomaye Faye. Al Aminou Lô himself summed it up with the phrase: 'Nothing changes, the course will be maintained.'
But behind this strategic continuity lies a difference in style and, above all, in method. Ousmane Sonko arrived at the Prime Minister's office with a message of radical change. His General Policy Statement was first and foremost about a paradigm shift: breaking with past practices, rebuilding the state, reforming the economy, restoring sovereignty, and inventing a new development model. His discourse was political, assertive, sometimes confrontational. It was necessary to explain why the system needed to change before showing how to transform it.
Al Aminou Lô, for his part, seems to embody another stage. Less about rupture than consolidation. Less about diagnosis than about steering. Less about announcing transformation than about executing it. Where Sonko wanted to build a new system for Senegal, Lô seems to want to get the machine running.
This difference is particularly apparent in the economic approach. Sonko raised the question of the model: how to move away from a dependency economy and sustainably finance development? Al Aminou Lô, faced with debt pressure, arrears, and the need to restore budgetary balances, places greater emphasis on financial sustainability, prioritization, and the effectiveness of public action.
In summary, Sonko was the Prime Minister of vision and change; Al Aminou Lô presents himself as the one of execution and results.
Therefore, it is not necessarily a change of line. It is rather a change of tempo.
The first set the course and defined the ambition: to transform Senegal. The second seems to want to demonstrate that this ambition can be translated into concrete, funded, and measurable public policies. This is undoubtedly the main difference between the two men: the same horizon, but two ways of conducting the journey. And perhaps also two phases of the same political project: after the period of rupture, the phase of implementation.

We can even argue that France needs Senegal more than Senegal needs France !
