A statement that did not go unnoticed. The day after Prime Minister Al Aminou Lo's general policy statement on September 8th, Boubacar Kamara, Secretary General of the Government, spoke on RFM radio. Of his entire appearance, one statement in particular stood out. "Ousmane Sonko was excellent as Prime Minister," he declared. An assertion not shared by Lansana Gagny Sakho, Chairman of the Board of Directors of APIX. In a lengthy text, the activist from Kiiraay les Républicains called into question the former Prime Minister's tenure, particularly regarding his economic management. The full text follows:
Boubacar Camara's balancing act strategy: the challenge of coherence in rebuilding Senegal's credibility
During the Council of Ministers meeting on September 11, 2026, the President of the Republic set a clear course : to restore Senegal's credibility, strengthen the confidence of financial partners, accelerate reforms and rely on a strong, united government team fully committed to implementing his vision.
This approach comes in a particular context. Senegal has just resumed its relationship with the IMF through a new financing program designed to support the recovery of public finances, after a period marked by an unprecedented deterioration in key macroeconomic indicators.
Public debt has now reached 132% of GDP. The budget deficit has been revised upwards to 13.7% of GDP in 2024 and then to 6.4% in 2025. Non-hydrocarbon growth remained limited to 2.2% in 2025. Rating agencies have carried out several successive downgrades of the sovereign rating. Foreign direct investment has collapsed by nearly 98.9% , and the country experienced almost twenty-six months of financial isolation following the suspension of the previous program with the IMF.
It is in this context that the recent statement by former Secretary General of the Government Boubacar Camara, asserting that Ousmane SONKO would have been "excellent" at the head of the Prime Minister's office, comes into play.
Naturally, everyone is free to form their own political opinion. But when it comes to public governance, such a strong opinion isn't measured by the intensity of convictions. It's measured by results. The main indicators for the period April 2024 – May 2026 , presented by the authorities themselves as well as by international financial institutions, paint a particularly worrying picture. Faced with such figures, the question is no longer ideological. It becomes a matter of fact.
Can we seriously describe as "excellent" a record whose own official data shows such a deterioration in economic and financial balances?
But the real issue lies elsewhere. Those who make this favorable judgment today remain associated with a political environment whose current Prime Minister himself has offered a particularly harsh assessment of this period. Consequently, a contradiction arises. Either the executive's assessment is accurate, and the label of "excellence" becomes difficult to defend , or this evaluation is well-founded, and it is then the government's official narrative that is being challenged from within. These two positions cannot coexist indefinitely without clarification.
This is precisely what could be called a balancing act: publicly defending the record of a former head of government while remaining within a political system whose current legitimacy largely rests on the need to rectify the consequences of that same record. This situation raises a deeper question: that of collective cohesion and institutional loyalty.
Can one participate in a national reconstruction effort while continuing to defend the very period that the new authorities present as the main source of the imbalances they are now trying to correct? The paradox is all the more striking given that a large part of the current difficulties are associated with a period during which the current President of the National Assembly held the position of Prime Minister.
The question posed is therefore not only that of evaluating the past. It is above all that of the coherence of the present.
Because rebuilding Senegal's credibility will not depend solely on economic reforms or the agreement reached with the IMF. It will also depend on the ability of public officials to share a common diagnosis and speak with one voice on the causes of the crisis as well as on the solutions to address it.
Financial markets, investors, rating agencies, and international partners don't just look at indicators. They also look at behavior. A team that presents contradictory interpretations of its recent history inevitably undermines the credibility of the message it wants to convey.
The risk is real. A divided team creates uncertainty. And uncertainty is precisely what has most contributed to weakening confidence, slowing investment, and complicating the country's access to international financing. This is why the President's call for a united, disciplined team aligned with a common vision is of strategic importance.
Beyond the individuals involved, this situation reminds us of a fundamental requirement: public office is temporary , but responsibility to the state remains. Being a minister, secretary-general, or senior official is not a status. It is a mission. A mission that implies an obligation of consistency , responsibility , and loyalty to the public interest. When personal loyalties take precedence over the consistency of public positions, political debate gradually shifts away from the national interest and toward individual strategies.
The real question, therefore, may not be who is right in this debate. The question that deserves to be asked is much simpler : Which macroeconomic indicator has objectively improved between April 2024 and May 2026?
Until a documented answer to this question is provided, descriptions will remain in the realm of opinion. Indicators, however, will continue to belong to the realm of facts. And in the reconstruction phase that is now beginning, facts, consistency, and results will always carry more weight than declarations. For a country's credibility is difficult to rebuild, but it always begins with a simple requirement: alignment between diagnosis, discourse, and action.
