Suspension des demandes d’explications : Le CIAAS salue le « recul » du ministre Mamadou Lamine Dianté
In a press release published on Wednesday, August 5, 2026, the Interministerial Collective of Agents of the Senegalese Administration (CIAAS) expressed its satisfaction following the decision of the Minister of Public Service and Labor, Mamadou Lamine Dianté, to suspend the sending of requests for explanation which targeted 179 state agents.
This measure, announced earlier this week following the absences observed after the Grand Magal of Touba, threatened to create lasting tension between the ministry and civil servants. The CIAAS sees this retreat as a necessary "conciliatory gesture" to maintain a peaceful social climate within the administration. The group urges the minister to stay the course, prioritizing consultation, education, and dialogue before initiating any disciplinary proceedings.
A firm reminder of discipline and the regulatory framework
While welcoming this gesture of goodwill, the group does not absolve the workers of their responsibilities. Demonstrating a sense of responsibility, the CIAAS firmly reminded all civil servants of the need to strictly adhere to the regulations in force within the public service.
The organization places particular emphasis on two fundamental texts: Decree No. 63-116 of February 19, 1963, governing leave, permissions, and authorized absences, and Decree No. 96-677 of August 7, 1996, setting the weekly working hours at 40 hours, distributed from Monday to Friday from 8:00 a.m. to 5:00 p.m. with a lunch break from 1:30 p.m. to 2:30 p.m. For the union, punctuality, diligence, and adherence to procedures remain the cornerstone of the credibility of the Senegalese civil service.
Moving from simple scoring to a results-oriented culture
Beyond simply managing schedules, the CIAAS is calling on the authorities to fundamentally modernize the way the state operates. According to the group, strictly physical monitoring has shown its limitations and must now give way to a culture focused on administrative efficiency and impact.
To address the country's development challenges, the group recommends establishing a revamped evaluation model, based on clear objectives, precise terms of reference, and measurable performance indicators. The CIAAS states its full readiness to collaborate with the government to implement these reforms and recognize the merit of public servants.
