« Une commission d’enquête n’est pas un tribunal » : La mise au point d’Ousmane Sonko devant les députés
At the opening of the parliamentary session on Tuesday, October 13, 2026, Prime Minister Ousmane Sonko emphasized the oversight role of the National Assembly, transparency in the management of public finances, and the accountability of institutions. Addressing the issue of parliamentary inquiry committees, he reiterated that they do not replace the justice system but are tasked with establishing the facts and formulating recommendations.
Ousmane Sonko wants a more demanding Parliament in its oversight of public action. In his address marking the start of the parliamentary session on Tuesday, October 13, 2026, the Prime Minister called on members of parliament to fully exercise their prerogatives, particularly regarding the oversight of public finances and the evaluation of government policies. For the head of government, financial transparency is an essential element of economic sovereignty. He believes that the people's representatives must have access to reliable, comprehensive, and readily available information on public finances, state guarantees, budgetary risks, and contracts related to natural resources. "A people cannot be fully sovereign if it is unaware of the commitments made in its name," he declared, emphasizing the need to strengthen access to information on the state's financial and economic decisions.
" The budget vote is not the end of oversight, but its beginning."
In his address, Ousmane Sonko emphasized that the role of the National Assembly is not limited to passing laws. Members of Parliament are also tasked with overseeing the government's actions and evaluating public policies. "To pass a law without monitoring its implementation, to authorize expenditure without examining its execution, would be to reduce our mandate to a mere signature," he stated. The Prime Minister thus urged parliamentarians to fully utilize the tools at their disposal: committees, written and oral questions, budget debates, and reports from oversight bodies. He particularly stressed the importance of monitoring budget execution. "Passing the budget is not the end of oversight, but only the beginning," he reiterated. According to him, members of Parliament must examine not only the authorized funds, but also their actual use, the resources mobilized, and the results achieved in the daily lives of Senegalese citizens. Ousmane Sonko also clarified that parliamentary oversight should not be equated with systematic distrust of the Executive branch, nor should it be considered the monopoly of the opposition. He presents it as a normal requirement of representative democracy, which consists of verifying, questioning, evaluating, and, if necessary, requesting corrections.
Commissions of inquiry: establishing the facts without replacing the justice system
Addressing the work of parliamentary inquiry committees, the head of government emphasized their limitations and responsibilities. "An inquiry committee is not a court," he stressed, clarifying that it does not convict and does not replace the judicial authority. Its mission, he explained, is to establish the facts and formulate recommendations. When it finds evidence that could constitute a criminal offense, it can, under the conditions stipulated by law, refer the matter to the public prosecutor. He also mentioned the possibility of initiating indictment proceedings when the legal conditions are met. For Ousmane Sonko, the credibility of these committees rests on the rigor of the investigations, respect for those questioned, and the distinction between established facts and political interpretations. He also called on members of parliament to follow up on the recommendations made and to draw the necessary legislative conclusions when the findings fall within their jurisdiction.
