Abdourahmane Sarr, who served as Minister of Economy, Planning, and Cooperation in the government led by Ousmane Sonko, commented on the agreement reached between the Government of Senegal and the International Monetary Fund. His reaction to the matter is below.
"The IMF mission ended with an agreement at the staff level with the Senegalese authorities, including the executive branch through the Minister of Economy and Finance.
While awaiting further details, as requested by the legislature through the President of the National Assembly, we can note that the IMF, in its statement, reiterates its position on Senegal's debt, which it considers unsustainable. It deems it unsustainable because it states that the Senegalese authorities have announced "their intention to seek debt treatment in order to restore its sustainability."
Furthermore, catalytic financing from the IMF can only be obtained if the financing gap it helps to fill does not originate from expenditures it considers unproductive, particularly untargeted energy subsidies, for which cash transfers to vulnerable groups are preferred.
Senegal's macroeconomic framework has been without gaps for the past two years; however, IMF financing on favorable terms is good news if it does not derail our systemic transformation objectives outlined in the 2050 vision and the five-year plan. Indeed, no development strategy can be implemented without a sound macroeconomic framework.
Beyond the responsibilities concerning the hidden debt, which must be clarified and will be a requirement of the IMF for the waiver of misreporting, we reiterate that nothing lasting can be built on lies and concealment. Change requires innovation, and the Senegalese state, in its current structure, has demonstrated its limitations.
Restoring balance, saving on interest payments, and redistributing public resources will not change the reality of the country. The country's structural transformation will first require systemic transformation: unleashing the potential of the Senegalese people themselves.
