AEE Power, Jean-Michel Sène et arbitrage politique : Le Collectif Sunu 37 milliards exige toute la vérité
The rural electrification project managed by the Senegalese Rural Electrification Agency (ASER) continues to roil the political and legal landscape. In a press release sent to Seneweb on September 6, the Sunu 37 Billion Collective scrutinizes the murky aspects of this case, which involves accusations of overbilling, forgery, conflicts of interest, and political maneuvering at the highest levels of government. At the heart of the questions is the conduct of ASER's Director General, Jean-Michel Sène.
According to the information reported by the group, on August 2, 2024, Mr. Sène was alerted by Seydou Kane, the project's agent and service provider, regarding the validity of the bank guarantees and the use of the advance payment made to the Spanish company AEE Power EPC. Seydou Kane allegedly revealed to him at that time that the Spanish partner, represented by a man named José, had already spent almost all of the 37 billion CFA francs.
Three days later, on August 5, the CEO requested an explanation from AEE Power EPC. On August 7, the Spanish contractor responded negatively, refusing to provide supporting documentation for these expenses. This refusal to cooperate was reiterated later before the Financial Judicial Pool.
Despite this impasse and lack of transparency, Jean-Michel Sène announced on August 27th his intention to renegotiate the contract with the same service provider. This decision has now raised serious questions about the selection criteria and the protection of public funds.
The case has become more complicated with major financial grievances. Jean-Michel Sène had sent an information note to Birame Soulèye Diop, denouncing an alleged overbilling orchestrated by Seydou Kane on concrete poles billed at one million CFA francs per unit against a price estimated at 200,000 CFA francs, generating an additional cost estimated at 15.3 billion CFA francs.
However, public statements cast doubt on these accusations. In an interview with the daily newspaper "Walf", the Spanish entrepreneur José never mentioned this overbilling, while acknowledging Seydou Kane's pivotal role in the administrative procedures.
Meanwhile, Mr. Diop, in a confidential letter sent on August 26 to former Prime Minister Ousmane Sonko, favoured a position of neutrality and mediation.
An unusual verification process
The document, originally issued by the Large Business Centre, was submitted for verification to the Dakar-Liberté tax centre, a service which is not competent for this act.
The role of El Hadj Talla Diop
The involvement of the latter raises questions, as the verification was carried out on a simple copy and not the original. The judicial authorities will have to determine the origin of the original document, the department that authenticated it, and the technical basis for concluding that it was a forgery.
The scandal extends far beyond the administrative sphere and touches the political arena.
The involvement of Ousmane Sonko. During his interview with Walf TV, the collective explains, the representative of AEE Power EPC stated that former Prime Minister Ousmane Sonko had intervened to grant administrative exemptions provided for in the contract.
The group believes that "Mr. Sonko's statements at a rally in the Dakar Arena, publicly supporting Jean-Michel Sène, contrast with the seriousness of the alleged offenses."
Networks and connections
The appearance of the name of Abass Fall, mayor of Dakar and former minister, as well as the associated media appearances, fuel suspicions of political complicity.
The erasure of the AGE
While the State's legal representative (AGE) initially joined the case as a civil party in this dispute, which originally involved private actors, its involvement has diminished since the Financial Judicial Pool took over the case. This strategic withdrawal remains unexplained.
The expectation of accountability
For the Sunu 37 Billion Collective, beyond the procedural battles and denials, the issue remains public service and the destination of the funds. While rural populations are still waiting for the promised electrification infrastructure, the justice system must answer essential questions: where did the 37 billion advance go, what is the evidence of the financial and administrative offenses, and what criminal and political responsibilities must be formally established ?
