Bâtiments menaçant ruine à Dakar : Les propositions de Momar Ndiaye au maire Abass Fall
Dakar faces a dilemma: how to secure its residents without plunging them into poverty. The demolition of buildings threatening to collapse in Dakar now raises a question that goes beyond mere security concerns: what becomes of the evacuated families and the land cleared after the bulldozers have been removed?
In an open letter published on August 28, 2026, the Director of Urban Planning and Restructuring, Momar Ndiaye, welcomes the decision of the Mayor of Dakar, Abass Fall, to tackle these dangerous buildings but calls on him to review his approach.
His conclusion is straightforward: "demolishing without relocating does not solve the problem, it just moves it."
According to the official, evacuating a family without a solution can simply shift the risk to the street, to relatives, or to other precarious housing. He therefore proposes making demolition the starting point for a genuine urban renewal program: temporary rehousing, reconstruction of buildings, return of housing to owners and their beneficiaries, and creation of a reserve of municipal housing for emergency situations.
According to him, the Medina could serve as a first experiment, with a gradual reconstruction "building by building" and a temporary relocation system allowing households not to find themselves without a roof over their heads.
"It is time for Dakar to move from emergency demolition to sustainable urban renewal."
But Momar Ndiaye raises a second, equally sensitive question: what happens to the land after the demolitions? He warns against the risk of seeing the freed-up spaces become vacant lots, then hotbeds of anarchic occupations.
He therefore proposes to transform demolitions into comprehensive urban renewal operations, notably through public-private partnerships, resulting in new housing, supportive community housing and collective facilities.
Beyond the municipal controversy, the debate directly concerns the people of Dakar: how to protect a family from a dangerous building without condemning them to further hardship?
For Momar Ndiaye, the answer lies in a different philosophy of public action: "Security cannot be decreed. It is built with the inhabitants, not in their place."
He finally makes a clear appeal to the mayor of Dakar. "It is time for Dakar to move from emergency demolition to sustainable urban renewal. You have the right to act. But also, you have the duty to rehouse," he says.
As a reminder, the mayor of Dakar, Abass Fall, announced in a statement released this Thursday the continuation of demolition operations on buildings threatening to collapse in the Senegalese capital. The mayor affirms that the safety of Dakar families is his absolute priority.
