Opérations à 3,7 milliards F CFA : deux banques secouées, cinq personnes arrêtées
BOA and Bridge Bank filed separate complaints on Wednesday, September 30, against persons unknown for forgery and use of forged private and banking documents, fraud, complicity, and criminal conspiracy. The two financial institutions allege a series of clearly fraudulent transactions totaling over 3.7 billion CFA francs, according to Libération, which reported on the case in its Thursday edition.
According to BOA, the events in question took place between mid- and late September. They involve two wire transfer orders of 200 million and 450 million CFA francs received from "Abco Bourse" on the 15th and 25th respectively, to "International Dia Business Services." "The transaction was followed by a withdrawal of 559 million CFA francs," the newspaper continues.
The matter might have ended there, perhaps, if the bank hadn't received a third transfer order for 650 million during the same period. Upon verifying the legitimacy of the debits from Abco Bourse's account, BOA discovered that all three transfer orders were fraudulent: "The authorized signature specimen was falsified, and the domain of the email address used to send the payment confirmation message was not valid," the newspaper reported. It also stated that on September 30th, the bank filed a complaint against persons unknown with the Dakar Research Section.
On the same day, the same source continues, the Senegalese subsidiary of Bridge Bank Group Côte d'Ivoire filed a complaint with the same gendarmerie unit regarding the same activities. Libération elaborates: "Indeed, between August 10 and September 27, several transfers were made to bank accounts held at various banks in Dakar, totaling 1,924,650,000 CFA francs."
The Ivorian bank went further: the newspaper reports that it "contacted all the Senegalese banks involved in the transfers in order to block the operations."
As part of their investigations, the newspaper reports, investigators arrested Ismaïla D., manager of one of the companies benefiting from the incriminating transfers, and Serigne Sidy Ahmed M. The latter were preparing to make withdrawals at the BOA and Coris Bank branches in Parcelles Assainies, Libération emphasizes.
Continuing their investigation, the gendarmes deployed to the Coris Bank branch in the Maristes neighborhood. They apprehended Tidiane D., who was in possession of a check for 5 million CFA francs issued by "Ets Gouy Mbind traiteur," the beneficiary of the allegedly fraudulent transfers. Awa D., the owner of this catering business, was also arrested, along with a woman named Mousli Coumba D.
"Following a judicial investigation entrusted to the judge of the 4th chamber, Ismaïla D., Serigne Sidy Ahmed M. and Awa D. were placed under arrest warrant while the other suspects in this case were placed under judicial supervision," concludes Libération.
