Plus d’un milliard F CFA détourné dans un projet de logement à Diass : comment la BR de Keur Massar a arrêté un marabout et consorts
The Keur Massar research brigade (BR) has dismantled a land mafia by arresting three individuals suspected of having orchestrated a vast fraud involving a provisional financial loss of more than one billion CFA francs, according to information from Seneweb.
The three men are CT Sall, 51, an international consultant residing in Sandiara; A. Diouf, 57, a marabout (religious leader) living in Keur Massar; and JPA Dione, 34, head of a real estate agency residing in Ouakam. They were brought before the public prosecutor of the Financial Judicial Unit on Monday on charges of conspiracy and fraud. According to Seneweb sources, the number of victims in this case is provisionally estimated at over 80.
D. Diaw is a businesswoman residing in Kaolack and head of an economic interest group (EIG) in her locality. She reportedly benefits from funding granted by state structures such as FONGIP and DER.
In February 2026, she reportedly met CT Sall through T. Diané. Diané allegedly presented her with a social housing construction project in Samkédj, in the municipality of Diass. The project's promoter reportedly sought financial investment from a lead investor, who raised a total sum including contributions from several individuals.
This investment was intended to partially finance the costs associated with the transaction, in exchange for a share of the profits. Convinced of the project's profitability, D. Diaw reportedly joined and invested 39,500,000 CFA francs, collected from other members.
For his part, T. Diané, who had reported the case to him, allegedly paid the sum of 7,000,000 CFA francs, bringing the total amount to 46,500,000 CFA francs.
Meanwhile, A. Diouf allegedly also appropriated the project and presented it to other investors, who reportedly provided him with funds amounting to nearly one billion CFA francs. This sum was allegedly collected by JPA Dione from the various investors, from 2021 to the present day.
The discovery of the deception
Having never received the promised returns on his investment, D. Diaw reportedly decided to conduct his own investigation into the project's legitimacy. The mayor of Diass allegedly told him that no such project had been brought to his attention. He reportedly stated that the protocol submitted to D. Diaw concerned a fictitious project, unknown to his department, according to the investigation conducted by the national gendarmerie.
Distraught, D. Diaw and T. Diané decided to take legal action against CT Sall, who had presented them with the project and consistently collected their funds, in collaboration with A. Diouf and JPA Dione. An investigation was immediately launched to shed light on the matter.
The arrests and confessions of those involved
The investigations carried out by the Keur Massar research brigade had led to the arrest of CT Sall in Sandiara and A. Diouf in Keur Massar.
When questioned about the facts, A. Diouf reportedly stated that he had joined the project in 2021 and claimed to have paid JPA Dione nearly one billion CFA francs received from several investors, pending a share of the profits.
He reportedly stated that he had been dealing with JPA Dione since 2021, who had reassured him about the existence, reliability and profitability of the project, which, according to the investigation, was led by retired Colonel BNT.
JPA Dione allegedly established protocols that she had A. Diouf sign, with the aim of strengthening his confidence and convincing him to seek more funds to pay for the costs related to the transaction.
It was through these schemes that CT Sall, A. Diouf, and JPA Dione allegedly pocketed several hundred million, or even a billion, CFA francs from numerous victims. Most of these victims have not yet come forward to the Keur Massar investigation unit for questioning.
