SNR : Le Directeur général Papa Ibrahima Senghor dévoile sa feuille de route stratégique
Officially installed on August 17, 2026, as head of the National Debt Recovery Company (SNR), Papa Ibrahima Senghor unveiled his strategic priorities for positioning the organization as the leading player in distressed asset management within the WAEMU region. Focused on performance and economic sovereignty, his roadmap is structured around three key requirements: securing, structuring, and accelerating.
Upon assuming his duties, the new Director General emphasized the crucial role entrusted to the institution within the national economic fabric. For Mr. Senghor, the SNR's activities extend far beyond simply collecting receivables. It actively contributes to strengthening the financial sector, safeguarding public funds, and restoring investor confidence.
A comprehensive strategy structured around five major pillars
To realize this ambition of financial sovereignty, Papa Ibrahima Senghor is implementing a roadmap based on five strategic levers. The first concerns strengthening the legal framework to secure the SNR's operations and align its practices with OHADA standards. The second component focuses on operational excellence, which should translate into reduced processing times, simplified procedures, and increased recovery rates.
From a commercial standpoint, SNR intends to diversify its partnerships with banks, public companies, and private sector players throughout the WAEMU region. Digital transformation constitutes the fourth pillar, involving the complete digitization of processes and the deployment of an integrated information system. Finally, the fifth lever focuses on modernizing governance and developing human capital, with the establishment of a corporate culture based on accountability, fairness, active listening, and a results-oriented approach.
A 100-day plan and management focused on transparency
The first hundred days of the mandate will be primarily dedicated to streamlining finances and internal processes, restructuring the organization, and securing operational responsibilities. To measure the progress of reforms in real time, the Directorate General will implement a forward-looking dashboard, ensuring ongoing accountability to the Supervisory Board and the supervisory ministry.
Calling on all SNR employees to mobilize around the strategic directions of the Vision Senegal 2050 plan, Papa Ibrahima Senghor pledged to build a modern, efficient and transparent institution, capable of raising the standards of public and private debt management.
