Sonaged : audit des 11 000 jeunes, contribution des ménages… les quatre chantiers de Babacar Abba Mbaye
The new director general of Sonaged, Babacar Abba Mbaye, wants to bring order to the management of street cleaning. In an interview with L'Observateur, he points to several dysfunctions, including the limitations of collection resources, the "ghost staff" of the "Xëyu Ndaw Ñi" program, and the sector's funding difficulties. He outlines several avenues for reform.
The first change: reducing the use of horse-drawn carts. "We don't want carts," asserts Babacar Abba Mbaye. He acknowledges, however, that they compensate for the difficulties trucks face in accessing homes. To do without them, he believes it's necessary to improve equipment and have vehicles adapted to the terrain.
Another challenge: tracking down phantom employees. The director general is questioning the actual presence of young people registered with Sonaged under the "Xëyu Ndaw Ñi" program. "On paper, I have 11,000 young people. On the ground, I have trouble seeing them," he says, calling for an audit. He also points to the precarious situation of these workers, paid a mere 3,000 CFA francs per day, without permanent or fixed-term contracts. He wants to prioritize "real, better-paid staff with career prospects," while also focusing on mechanization.

Another priority is stabilizing funding. Babacar Abba Mbaye wants to secure investments to transform the company within two years. "I will go to see the President of the Republic [Bassirou Diomaye Faye] to ask for his help in investing, and I pledge to hand over a completely transformed company to him in two years. We must stabilize the sector's funding," he declares. He also advocates for a regular contribution from households to the sanitation service. "Tax, fee, or levy, it doesn't matter: there needs to be a minimum contribution from the population, which will provide Sonaged with consistent revenue to acquire the necessary equipment," he maintains.
The latest project: developing new activities. Sonaged already has contracts with the Autonomous Port of Dakar, EDK, and SAR, as well as a contract for cleaning the BRT over 17 kilometers. The interviewee for the Groupe Futurs Médias newspaper wants to expand the company's services beyond waste collection. "I can no longer just collect," he summarizes.
