Keur Moussa : Un litige foncier de 22,5 hectares oppose des propriétaires terriens à un promoteur
A land dispute over a 22.5 hectare plot has been opposeing private developer Ndiogou Ly to landowners in four villages in the commune of Keur Moussa for several years: Landou, Soune Sérère, Kessoukhatt and Touly.
During a press conference held this Sunday, September 20, 2026, the Collective for the Defense of the Interests of the Commune of Keur Moussa denounced what it considers to be irregularities in the administrative chain which led to the claim of this land.
According to Aliou Diouf, Secretary General of the Collective, the populations concerned already had administrative acts issued within the framework of the alignment of the villages, based on a deliberation of 2007 approved in 2008. However, he maintains, several new deliberations were established in 2013 in favor of Ndiogou Ly, relating in particular to areas of 7 hectares, 20 hectares and 22.5 hectares.
The Collective also asserts that these deliberations were not submitted to the City Council under the required conditions. It therefore requests a review of their legality and the chain of approval process.
Another point at the heart of the dispute: the subdivision permit no. 003673, issued on February 22, 2019, covering 22.5 hectares and providing for 481 plots.
The Collective contests the conditions under which this authorization was obtained, believing that it relates to a plot of land that was already subject to administrative acts in favor of landowners.
He also claims that an allocation committee meeting on May 2, 2019, allocated the plots to the developer even though the subdivision had not yet physically materialized on the ground.
The landowners, for their part, claim that they have neither sold nor voluntarily ceded their fields to Ndiogou Ly on this area.
The Collective also mentions the expropriation operations linked in particular to the toll highway and the KMS3 project. According to them, landowners had been identified and compensated by the State, while Ndiogou Ly was not considered a landowner in these operations.
The conflict has also resulted in tensions on the ground. The Collective denounces earthworks that have led to the destruction of boundary markers, fences, and low walls. A report was drawn up by a bailiff on August 1, 2025.
Following local opposition, Aliou Diouf points out that the developer has filed a complaint with the public prosecutor. Several landowners and members of the Collective were subsequently summoned to the Mbour gendarmerie brigade.
Faced with this situation, the Collective demands a complete clarification of the legal status of the 22.5 hectares, the cessation of all new work on the site and the verification of all administrative procedures which led to the authorization to subdivide and the allocation of the 481 plots.
The Collective therefore calls on the competent authorities to shed full light on this land issue and to preserve the rights of the different parties pending a final decision.
