Algérie : les députés votent un texte ouvrant la voie à la peine de mort pour les incendiaires
The text adopted by the lower house still needs to be examined by the Council of the Nation before possible promulgation.
Algerian MPs adopted a bill on Thursday, October 1st, that would allow for the death penalty in certain arson cases. The vote in the National People's Assembly is not enough to bring the measure into effect: the Council of the Nation must still examine the text before a possible presidential promulgation.
A response to the deadly fires
President Abdelmadjid Tebboune had called for a strengthening of the penal code after the fires that struck the northeast of the country in August and killed at least twelve people. Members of Parliament voted for an amendment targeting acts considered to threaten public safety, national unity, or economic and environmental stability.
Human rights defenders opposed to the project
Amnesty International and other organizations have criticized this approach. They are calling on the authorities to strengthen prevention and emergency response efforts and are concerned about the potential use of the law against political opponents. Justice Minister Lotfi Boudjemaa, on the other hand, advocates for a severe criminal response to arson.
Algeria has maintained a de facto moratorium on executions since 1993, although death sentences continue to be handed down. The debate therefore focuses both on how fires are handled and on the future of capital punishment in the country.
