Crise à l’ISRA et à l’ITA : Les syndicats alertent sur une menace pour la souveraineté alimentaire du Sénégal
The inter-union of agents of the Senegalese Institute of Agricultural Research (ISRA) and the Institute of Food Technology (ITA) is raising the alarm about the financial and administrative situation deemed "extremely worrying" of the two public institutions.
In a statement sent to Seneweb, the unions warn: "Today, these two engines of national development are facing an unprecedented crisis that threatens their stability, their functioning and their ability to fulfill their public service missions."
Meeting urgently this week, the inter-union group comprising SARAA, SYNTRA and SYRESTA believes that ISRA and ITA are going through an unprecedented crisis that could permanently compromise the country's food sovereignty and economic development.
"For ISRA, the budget deficit intended to cover the payroll is currently estimated at 3,372,472,859 CFA francs. This situation results mainly from chronic budget shortfalls; recurring withdrawals made from ISRA's budget since 2017; unrecovered receivables relating to veterinary vaccines made available to the State as part of national vaccination campaigns, for an amount estimated at nearly one billion CFA francs," the statement indicates.
The inter-union group asserts that the consequences are already visible with the termination of contracts for 20 employees and the risk of the elimination of around sixty additional positions by the end of 2026. The unions emphasize that several highly qualified researchers and technicians are among the staff affected.
The press release also mentions a shortage of certified peanut seeds and other strategic crops, resulting from a lack of financial, material and human resources for the production of pre-basic seeds.
The workers' representatives also denounce the use, for the first time according to them, of the importation of "poor quality" peanut seeds, despite the significant subsidies granted each year to the agricultural sector.
Regarding the ITA, the unions deplore "the lack of signature of the new regulatory texts which continues to negatively affect the normal functioning of the institute, limiting its capacity to intervene, innovate and support the agri-food sectors".
The Inter-union group recalls that ISRA and ITA play a central role in food sovereignty, improving agricultural productivity, food safety, promoting local products and creating jobs, and developing the primary and secondary sectors.
"The gradual weakening of these institutions risks leading to a lasting loss of national scientific expertise, increased dependence on imports and a slowdown in Senegal's ambitions for the structural transformation of its economy," the unions warn.
Faced with this situation, the unions are calling on the authorities to take urgent measures to reduce the ISRA budget deficit, clear the debts owed to the institutes, secure the long-term funding of agricultural research and finalize the regulatory texts of the ITA.
