Flood prevention: ADM calls for shared responsibility to strengthen resilience to climate change

Prévention des inondations : l'ADM appelle à une responsabilité partagée pour renforcer la résilience face au changement climatique

Faced with the increasing frequency of extreme weather events linked to climate change, the Municipal Development Agency (ADM) is continuing the implementation of the Stormwater Management and Climate Change Adaptation Project (Progep 2). This structuring program aims to sustainably reduce flood risks, particularly in the Keur Massar department. Beyond infrastructure investments, the ADM emphasizes a key message: flood prevention is a shared responsibility.

Each rainy season serves as a stark reminder of the vulnerability of many communities to heavy rainfall. While drainage systems, retention basins, and pipelines are essential solutions, their effectiveness depends directly on the behavior of the population, local authorities, technical services, community organizations, and all stakeholders involved in shaping the living environment.

A strategic and partnership-based vision for urban development

Implemented by the State of Senegal with the support of the World Bank, the Nordic Development Fund and the African Development Bank, the Progep, planned over a period of eight years (2021-2029), is fully aligned with the axis of the national framework relating to the sustainable development of territories and organized urbanization.

As an implementing entity under the direction of its Director General, Dr. Mamouth DIOP, the Municipal Development Agency structures its actions around three major challenges:

First, the internalisation of the territorialisation of urban public policies in line with the National Transformation Agenda.

Next, a firm grounding in the principles of decentralization promoting a cross-cutting approach to territorial challenges.

Finally, rigorous results-oriented management supported by territorial planning schemes.

From structural investments to eco-friendly actions

The interventions include the construction of major stormwater drainage systems, the rehabilitation of existing infrastructure, and the strengthening of urban planning. The program places particular emphasis on environmental protection, community engagement, and improved governance of the projects.

For the Adm (Association for the Development of the Marne), the fight against flooding does not rely solely on public authorities. Citizen behavior remains an essential tool. Littering, uncontrolled occupation of drainage channels, and construction in flood-prone areas significantly exacerbate vulnerabilities. Conversely, keeping gutters clean, respecting drainage easements, participating in community initiatives, and promptly reporting any obstructions directly contribute to a safer living environment.

This collaborative dynamic brings together ministries, local authorities, financial partners, the private sector and citizens around a common goal.

Results and key figures recorded

The initial phases have already proven effective in several areas of Dakar's suburbs, where the networks have significantly mitigated the impacts of heavy rainfall. More than just an infrastructure project, it is bringing about lasting transformation in communities through an early warning system currently being installed, strengthened governance, and inclusive management.

The achievements as of April 30, 2026, indicate that across a protected area of 1,500 hectares, 67.8 kilometers of drainage networks were constructed, and over 3.3 million cubic meters of water were pumped in 2025, protecting more than 250,000 residents. Roads developed over 47 kilometers and equipped with solar lighting improved the living conditions of the population. These results were achieved through awareness campaigns reaching over 90,000 people, 50% of whom were women.

By placing citizen participation at the heart of its approach, particularly through the establishment of Local Stormwater Management Committees ( COLIGEP ) , the Municipal Development Agency reminds us that while infrastructure provides an essential technical solution, its sustainable success depends above all on collective commitment and responsible behavior.
