IMF and PTDS Agreement / Professor Amath Ndiaye's diagnosis: "Senegal has wasted two years on utopian sovereignty!"
The launch of Senegal's Debt Treatment Plan (PTDS) and the conclusion of a technical agreement with the International Monetary Fund (IMF) marked a decisive turning point in the management of Senegalese public finances. In an in-depth analysis, Professor Amath Ndiaye, an economist at the Faculty of Economics and Management (FASEG) of Cheikh Anta Diop University of Dakar (UCAD), welcomes decisions that finally enshrine "a return to the principle of reality." According to the academic, this shift marks a welcome break with the "utopian economic sovereignty" that characterized the initial policies of President Bassirou Diomaye Faye, an ideological stance that "cost the country nearly two precious years."
This strategic refocusing comes as Senegal and the IMF staff reached a staff-level agreement on September 1, 2026, for a 36-month program. This support, amounting to approximately $2.2 billion (around 1,245 billion CFA francs), remains subject to approval by the management and then the Executive Board of the Bretton Woods institution. The official statement explicitly states that "the authorities have announced their intention to seek debt treatment in order to restore its sustainability."
While the 1,245 billion FCFA package remains far below the state's overall financing needs—which exceed 6,000 billion FCFA for 2026 alone—Professor Amath Ndiaye emphasizes that "the strategic value of the agreement lies less in its amount than in the confidence and leverage it can generate among donors, creditors, and investors." The economist also reiterates a fundamental truth: "Economic sovereignty does not consist of cutting oneself off from the IMF, the World Bank, markets, or international investors. It consists of being able to negotiate with them in the national interest while simultaneously strengthening one's own economic and financial capabilities."
An inevitable budgetary adjustment, but not a structural adjustment
To be successful, debt management must be accompanied by a rigorous overhaul of public finances through increased domestic revenue and streamlined spending. However, the academic dismisses any simplistic comparison with the past: "This is not a Structural Adjustment Program comparable to those of the 1980s and 1990s. We are primarily focused on macroeconomic and financial stabilization."
Professor Ndiaye also welcomed the preservation of social spending, arguing that "it is more economically efficient and socially just to concentrate public resources on households that truly need them rather than maintaining generalized subsidies that also benefit the most privileged groups." He nevertheless cautioned that "budgetary adjustment will be inevitable and likely difficult. Its success will also depend on its social justice."
Preserving the WAEMU regional market without obscuring the stakes for private creditors
Regarding the scope of the PTDS (Strategic Development Plan), the government has chosen to exclude securities issued in CFA francs. The professor and researcher considers this decision wise in order to prevent "a Senegalese sovereign debt crisis from turning into a regional banking crisis" in the event of a sudden depreciation of assets held by financial institutions in the WAEMU (West African Economic and Monetary Union). He does not, however, rule out negotiated restructurings, such as "voluntary extensions of maturities, exchanges of securities, or reprofiling, rather than a sudden write-down of the principal."
Furthermore, the economist points to a major area of uncertainty that must be addressed: "The treatment of Eurobonds, international bank loans, structured financing and in particular TRS must be clarified," given that these instruments constitute a central part of external debt.
Restoring confidence to revive growth
While economic growth projections are below 3% for 2026 — a level deemed largely insufficient to absorb youth unemployment and finance basic infrastructure — the agreement with the IMF and the PTDS must serve as a trigger to restart the pump of public and private investment.
In concluding his opinion piece, Professor Amath Ndiaye asserts that "Senegal has now reconnected with economic reality." While acknowledging that the road ahead will be challenging and some short-term measures unpopular, the academic gravely reminds us that "the economic and social cost of inaction would be far greater."
