Pétrole et gaz : L’Etat du Sénégal et le géant italien ENI signent un protocole d’accord
The Ministry of Energy and Petroleum has released the information. It announced that Senegal and ENI (Entre Nationale Idrocarburi), the Italian energy and hydrocarbon giant, have signed a memorandum of understanding for the evaluation of the potential of five offshore blocks.
"On the sidelines of Gastech 2026, the Ministry of Energy and Petroleum and Eni SpA, a leading international energy group, signed a Memorandum of Understanding concerning the carrying out of preliminary studies and the evaluation of the oil and gas potential of the offshore blocks SN01M, SN02M, SN03M, SN07M and SN40M," announced the department headed by Abdourahmane Diouf.
In a statement seen by Seneweb, the ministry declares that this signing marks a new step in the Government's strategy to revive oil and gas exploration, strengthen the promotion of the Senegalese sedimentary basin and attract new international investments in upstream oil.
He specifies that, within the framework of this agreement, Eni will conduct, at its own expense, a program of studies and technical analyses aimed at deepening the geological and geophysical knowledge of the five blocks concerned.
"This work will focus in particular on the analysis of available 2D and 3D seismic data and well data, as well as on the assessment of the oil and gas potential of the areas studied. The Protocol also provides for technical exchanges, specialized workshops and knowledge transfer activities," he said.
The Ministry of Energy and Petroleum also believes that the interest shown by an international player of Eni's stature is a positive sign for the attractiveness of the Senegalese sedimentary basin. In its view, it reflects confidence in Senegal's potential, "which remains largely untapped, and reinforces Senegal's commitment to creating a new investment dynamic."
The Department headed by Abdourahmane Diouf also reports that this initiative is part of a broader policy of actively promoting the national petroleum sector, based on better knowledge of the subsoil, the enhancement of existing data, the renewal of resources and the building of partnerships with operators with top-tier technical and financial capabilities.
"In this new dynamic, PETROSEN is called upon to play a central role, as a national company, in the knowledge, promotion and development of the Senegalese sedimentary basin. The Government intends to continue strengthening its technical and operational capacities, increase its mastery of data and consolidate its role in the assessment of resources and the development of strategic partnerships with international investors. The Protocol specifically recognizes PETROSEN as a technical partner in the mechanism provided for between the Parties," it states in its text.
However, the ministry clarifies that this Memorandum of Understanding only opens a phase of studies and discussions: "It does not constitute an oil contract nor the granting of an exploration or exploitation title and does not confer any automatic right to the conclusion of a future oil contract. Any subsequent step will remain subject to the procedures and approvals provided for by Senegalese legislation and regulations," the ministry specifies.
