A refinery with a capacity of 4 million tons per year will be built in Senegal, representing an investment of between 2 and 3 billion dollars. According to the President's office, this second refinery will be used to process crude oil from Sangomar as well as a wide range of other crude oils.
The project stems from a memorandum of understanding signed on Wednesday, September 23, 2026, between the African Refining Company (SAR) and the Turkish company Yamata, on the sidelines of the 81st session of the United Nations General Assembly. The ceremony was held under the chairmanship of the Head of State, Bassirou Diomaye Diakhar Faye.
According to the President's office, the new infrastructure is intended to complement the Mbao refinery, whose modernization will require between $300 and $500 million. This new refining capacity should allow Senegal to cover all of its fuel needs and generate surpluses for the sub-regional market.
Furthermore, over 15,000 direct jobs are expected during the construction phase, with a significant portion reserved for local content. The needs will primarily concern engineering, maintenance, and industrial logistics. The project is also expected to include petrochemical activities, with the aim of promoting local processing of petroleum derivatives and stimulating new industrial sectors.
The Turkish company Yamata will provide engineering, procurement, construction and financing for the project, mobilizing resources from its financial partners, "without a sovereign guarantee from the State".
This protocol paves the way for the finalization of detailed engineering studies, presented as the last step before the start of construction.
