Affaire ASER-AEE Power : Un lieutenant de TAS démonte la communication de Jean-Michel Sène et interpelle le PJF
Jean-Michel Sène's announcement of the dismissal of charges in the Spanish aspect of the ASER-AEE Power case continues to generate reactions. This time, it is Pape Modou Cissé, a member of Thierno Alassane Sall's RV party, who has taken up the cause. In a particularly critical opinion piece, he contests the interpretation made by the former director general of ASER of the decision rendered by the Spanish courts and argues that it cannot be considered an acknowledgment of the legality of the financial transactions.
“On the ground, the case has hardly progressed since then. On the legal front, however, the suspicions have become more specific, to the point that Prime Minister Ousmane Sonko had to take it up again. His explanations are surprising coming from a Prime Minister, especially one who is a lawyer. The delay is attributed sometimes to customs blockages, sometimes to malicious individuals who have been blocking the case for two years,” he recalled.
Pape Modou Cissé believes Jean-Michel Sène's interpretation of the Spanish investigating judge's decision is "biased." He points out that the judge issued a provisional dismissal (sobreseimiento provisional), a measure which, according to him, does not definitively resolve the substance of the case and does not preclude a possible resumption of proceedings should new evidence emerge.
The member of Thierno Alassane Sall's party is questioning, in particular, the fate of the 56 million euros, or nearly 37 billion CFA francs, paid to AEE Power. He believes that the fact that the funds actually arrived in the company's account does not answer the essential question: their actual use. He therefore raises several questions regarding potential financial investigations, the questioning of company executives, transfers made to other banks, and the supporting documentation provided to explain the use of the advance received.
He also disputes the argument concerning the SONAC guarantees, which would allow the Senegalese state to recover the funds committed. "A guarantee ensures reimbursement; it says nothing about potential embezzlement. Nowhere does the order state that the disbursements were regular or that the guarantees were valid. It merely notes that the investigation, as it stands, does not allow for further inquiries," he observes, arguing that this guarantee is insufficient to establish the regularity of the disbursements.
Beyond the Spanish legal proceedings, Pape Modou Cissé brings the debate back to the implementation of the rural electrification program. The contract, signed on February 23, 2024, for an amount of 91.8 billion FCFA, provided for the electrification of 1,600 villages in the regions of Kaffrine, Kédougou, Louga, Saint-Louis and Tambacounda, over a period of 36 months.
However, he points out that during his press conference on April 1, 2026, Jean-Michel Sène himself reported that only 46 villages had been electrified, representing less than 3% of the target. The politician considers this performance a management failure, especially given that nearly 37 billion FCFA had already been disbursed as an advance.
Pape Modou Cissé also criticizes the former director general of ASER for his successive positions on disbursements, in particular his accusations targeting his predecessor Baba Diallo, before recalling that the disbursements had preceded his own appointment.
In conclusion, the RV member believes that the Spanish decision cannot absolve those responsible of their obligations in monitoring the market. He implicitly calls on the Financial Judicial Pool (PJF) to further investigate the monitoring of the contract, the management of disbursements, and the actual destination of the funds.
For him, beyond the public statements and the displayed legal successes, the central question remains entirely unanswered: what about the 1,600 villages that are still waiting for electricity?
