Assemblée nationale : un nouveau front pour Cheikh Diba
As a direct consequence of the rejection of the 2026 supplementary budget law, a new budgetary battle has opened between the Executive and Parliament in Senegal, reports L'Observateur. It is in this tense climate that the Minister of Economy, Finance, and Planning, Cheikh Diba, will return to Parliament this Thursday, November 5, to defend the initial 2027 budget bill.
During the committee meetings, scheduled from November 5 to 14, the Minister of Finance will notably have to present revenue forecasts, the public debt, and the budgets of public institutions, including the Presidency, the National Assembly, and the Prime Minister's Office. In this context, the sensitive issue of the Presidency's special funds is expected to be a point of contention, likely to provoke further heated exchanges between the government and the Pastef parliamentary majority.
For its part, Les Échos provides a significant detail by revealing that following this rejection, the chairman of the Finance and Budgetary Control Committee, Alphonse Mané Sambou, sent an official letter to Cheikh Diba, dated November 3, demanding the outright withdrawal of the 2027 draft budget and its prior revision.
This request is based on the imperative of budgetary consistency. According to the committee, the rejection of the 2026 Supplementary Budget Law calls into question the macroeconomic assumptions that served as the basis for the draft 2027 Initial Budget Law. Therefore, it considers it necessary to re-examine all revenue and expenditure forecasts, as well as deficit projections and financing arrangements, before continuing the examination of the text.
