Audits fonciers : « Les rapports sur les sept zones concernées à Dakar, Thiès et Saint-Louis ont été déposés entre les mains de Sonko », (Pm)
On Tuesday, at the National Assembly, Prime Minister Ahmadou Al Aminou Lo provided an update on the submission of reports under the Sonko administration. "Regarding land audits, both on the coastline and on state-owned land, I played a major role. In my capacity as Minister and Secretary General of the Government, I chaired the ad hoc Commission on the occupation of the public maritime domain in Dakar, established in May 2024. I personally delivered the report to the then Prime Minister in July 2024, and to the President of the Republic in August 2024 during a ceremony attended by the Prime Minister and all members of the Commission," he explained.
He elaborated on the processing and transmission of the land audit reports initiated by the authorities. "Regarding the work of the Technical Committee established by the Minister of Finance and Budget, tasked with assessing land management in certain areas of Dakar, Thiès, Mbour, and Saint-Louis, I, in my capacity as Minister and Secretary General of the Government, served as the liaison with the Prime Minister until my appointment on April 30, 2025, as Minister of State, Minister to the President of the Republic in charge of the Senegal 2050 Agenda," he stated. He then added: "I inform the members of this esteemed Assembly, as well as the Senegalese people, that the reports on the seven (7) areas concerned in Dakar, Thiès, and Saint-Louis were finalized between July 2024 and February 2025 and submitted to the Prime Minister, formerly President of the National Assembly."
Ahmadou Al Aminou Lo explained that implementing the Technical Committee's proposals required regular interaction to validate the land redistribution plans following the recovery of illegally acquired plots. He indicated that this validation process, which had been stalled for sixteen months, resumed upon his appointment in order to provide answers to bona fide purchasers and resolve the situation in the building and construction sector.
The measures resulting from the ongoing work are structured around three main axes: formalizing the recovery of lands that have been unlawfully appropriated; revising land use plans to grant titles to beneficiaries in good faith; and applying administrative recommendations to prevent the recurrence of such practices.
The Prime Minister notes that the parliamentary commission of inquiry set up by the National Assembly, taking place 16 to 24 months after the submission of the eight reports, will make it possible to clarify the causes of the abuses observed as well as the recommendations formulated in these documents.
