Affaire ASER - AEE Power : Le Collectif « Sunu 37 milliards » charge Jean-Michel Sène et interpelle l’État
The 37 billion CFA franc case linked to the rural electrification project led by the Spanish company AEE Power EPC has taken a new turn. Following recent statements by Jean-Michel Sène, former Director General of the Senegalese Rural Electrification Agency (ASER), the Sunu 37 Billion Collective has taken a stand. The organization denounces what it calls a "defense stance" by the former head of ASER in favor of the head of the Spanish firm, "José," while demanding the immediate release of a 40 billion CFA franc bank guarantee.
For the Collective, Jean-Michel Sène's recent media appearances regarding the legal proceedings initiated in Spain only serve to reinforce suspicions. Given that colossal sums have been committed without any visible progress on the ground regarding electrification work, the group is astonished by the role played by the former public official.
"Why does Jean-Michel Sène systematically defend José, even though the latter is in conflict with the State of Senegal?", asks the Collective, pointing to an ambiguous closeness in defense between the former civil servant and the Spanish entrepreneur.
Beyond the criticisms of the attitude of the former CEO of ASER, the major element revealed by these exchanges concerns the existence of a guarantee fund of 40 billion CFA francs.
Taking advantage of this confirmation, the Collective urges the Senegalese authorities to take action. It calls on the State to demand without delay the effective mobilization of this guarantee to finance and finalize the infrastructure promised to rural populations, who are currently left waiting.
Recalling the legal qualifications mentioned in the proceedings, notably for embezzlement of public funds, criminal association and forgery and use of forged public documents, the Collective believes that the statements of Jean-Michel Sène constitute new elements of paramount importance.
The Sunu 37 Billion Collective now expects the Judicial and Financial Pole (PJF) to complete its investigations. The organization is asking the justice system to hear all the actors involved (notably Jean-Michel Sène and Mr. "José");
Rigorously trace the financial flows to determine the exact destination of the 37 billion FCFA;
To determine responsibility for the non-performance of contractual obligations.
