Aser, Yakaar-Térange, Fonds ''Diam''... : Le Forum Civil réclame des comptes à l’État
Meeting this weekend in Saly, the Board of Directors of the Civil Forum, the Senegalese chapter of Transparency International, expressed its "deep concern" regarding what it considers a lack of transparency in several cases with significant financial and socio-economic implications. The organization is calling on the government to fully investigate these matters.
The Civil Forum is raising its voice. In a statement released on Sunday, September 20, 2026, following its Board of Directors meeting in Saly, the civil society organization directly challenges public authorities on several issues related to the management of resources and public finances.
According to the Civil Forum, public opinion remains in a state of anticipation of clarification on a series of cases, some of which involve particularly large sums of money.
Among the cases mentioned is the ASER-AEE POWER EPC rural electrification contract, with a start-up advance estimated at around 37 billion CFA francs.
The Civil Forum also raises the issue of the 30 billion CFA francs linked to Kosmos Energy and the State of Senegal, mentioned in the Prime Minister's General Policy Statement.
The organization is also demanding explanations regarding the compensation announced for victims of political violence that occurred between 2021 and 2024, as well as the conditions for acquiring vehicles intended for members of the National Assembly.
Another issue raised concerns the "Diam" funds from Casamance, which, according to the Civil Forum, were allegedly used to acquire vehicles for or by the Prime Minister's office. The organization is also requesting clarification on the process that led ONRAC to transfer seized vehicles to a public authority.
The management of funds intended for victims of the Senegal River floods is also a key concern. The Civil Forum specifically mentions the 8 billion CFA francs announced in October 2024 to provide emergency relief to populations affected by the floods, particularly in Bakel, Matam, and surrounding areas.
Finally, the organization calls for better regulation of special funds.
Kosmos Energy and Sangomar: requests for publication
Faced with these questions, the Civil Forum is asking the State to take several transparency measures.
The organization is demanding, in particular, the publication of the contract linking the State of Senegal to Kosmos Energy concerning the Yakaar-Teranga gas field, as well as the terms of the withdrawal agreement concluded between the two parties.
The Civil Forum also calls for the publication of oil revenues from the Sangomar field during the second half of 2024. It believes that these revenues are not recorded in the State budget, nor in the semi-annual budget execution reports nor in the 2024 EITI report, citing in particular Law No. 2022-09 of April 19, 2022 on the distribution and regulation of revenues from the hydrocarbon sector.
Accountability at the heart of the demands
Beyond these issues, the Civil Forum calls for accountability to be made a major lever of governance.
It also advocates the establishment of a system facilitating public access to information concerning the procedures, instruments and mechanisms for allocating public resources.
Another proposal: the organization of inclusive national conferences or consultations on the exploitation and governance of natural resources in Senegal.
The electoral calendar and threats against civil society
In its statement, the Civil Forum's Board of Directors also urges the State to respect and enforce the electoral calendar and to organize the elections "on the due date".
The organization concludes its statement on another matter of concern: it says it strongly condemns the death threats made against some members of civil society, journalists and other opinion leaders.
