Twenty-two civil society organizations denounce a rise in "offenses, threats, attacks, and attempts to discredit" their members. In a statement released on Thursday, September 17, 2026, they announced their intention to use "all legal means" to assert their rights.
This reaction follows in particular an article published the same day by the newspaper "Yoor-Yoor" on the executive director of the NGO 3D, Moundiaye Cissé, who "allegedly holds a nine-year mandate" within the Public Procurement Regulatory Authority (ARMP) and the Public Procurement Regulatory Authority.
Mr. Cissé refutes these "erroneous and false" reports which, according to him, "are part of a general attempt to discredit civil society actors."
The signatory organizations also draw a link to the death threats allegedly made against Babacar Ba, president of the Forum of the Justiciable, on Thursday, September 10, 2026. "These events add to the growing number of offenses, threats, attacks, and attempts to discredit civil society actors," they state. The signatory organizations assert that this situation "cannot be trivialized."
Regarding Moundiaye Cissé, "his lawyers have been mandated to initiate a direct summons procedure before the competent jurisdiction."
Regarding the death threats against Babacar Ba, "the public prosecutor has been notified so that the whole truth can be revealed and responsibilities established."
The organizations also reiterate their commitment to freedom of expression and public debate and believe that these principles "cannot in any way justify threats, intimidation or attacks on the honor and reputation of individuals."
The press release is signed in particular by Africa Jom Center, the ONDH, the Siggil Jigéen Network, the RADDHO, the Senegalese League for Human Rights (LSDH), the COSCE, the 3D NGO, the Forum of the Justiciable among others.
