État civil : Les huit recommandations du forum de l’ONPEC
Digitalization, archives, training, judicial procedures, Family Code. The National Civil Status Forum, organized on September 23 at the Grand National Theater of Dakar by ONPEC, was chaired by Fatou Babou, in institutional partnership with the National Civil Status Agency (ANEC) and the Association of Mayors of Senegal (AMS), and under the patronage of the Minister of Justice. It resulted in eight main recommendations.
The first area of focus is digitalization. Participants are calling for the adoption of legislation enabling the dematerialization of documents, with guarantees regarding their legal validity and security. The goal is to facilitate access to documents and reduce reliance on physical registers.
The second urgent issue concerns professionalization. The forum recommends mandatory training for civil registrars and officers. The creation of a dedicated professional body is also proposed.
Securing the archives is another key issue. Damaged registers, archiving difficulties, and missing documents were reported during the discussions. The preservation and digitization of documents are therefore presented as priorities.
From a judicial standpoint, participants propose simplifying certain procedures, particularly those related to registration authorization judgments and circuit court hearings. They also call for an adaptation of the Family Code to current realities.
Another recommendation is to better inform citizens about the procedures, required documents, and relevant services. The forum aims to simplify the process for Senegalese citizens living abroad and for dual-national families, particularly for documents intended for use abroad.
The final aspect concerns financial inclusion, including user identification and the risk of exclusion for individuals whose civil status is incomplete or difficult to establish. The objective is to secure identification without restricting access to financial services.
These recommendations will be consolidated into an official ONPEC report. The document will outline strategic plans for the various stakeholders. The challenge now is to move from diagnosis to action.

Babou.
