Immobilier : La SN-HLM et la CSE s'allient pour un mégaprojet de 64 milliards FCFA aux Maristes
A major new real estate project is taking shape in the Maristes district. The National Low-Income Housing Company (SN-HLM) and the Sahelian Enterprises Company (CSE) have signed an agreement for the construction of a significant real estate complex. Presented as a key project for the urban modernization of the capital, the development includes 658 housing units, commercial spaces, community facilities, and amenities designed to enhance the living environment of future residents.
The signing ceremony took place in the presence of the Minister of Urban Planning, Territorial Communities and Spatial Development, Moussa Balla Fofana, the Director General of SN-HLM, Abdourahmane Dabo, as well as representatives of public institutions, the private sector and professional bodies.
The real estate development comprises 16 buildings, 14 of which are residential—for a total of 658 apartments ranging from one-bedroom to four-bedroom units—as well as two office buildings incorporating retail spaces. The stated objective is to meet a diverse range of needs, particularly those of middle-class households.
The complex also includes green spaces, sports facilities, playgrounds, and amenities designed for comfort and safety. The project will be completed in three phases over a total period of 36 months and will benefit from 64 billion CFA francs in funding, structured in two tranches of 32 billion CFA francs each.
Speaking at the ceremony, the Minister of Urban Planning, Moussa Balla Fofana, presented this initiative as a major step in the urban transformation of Dakar: "The signing of this contract is not simply a legal act, it is the culmination of a will. This project reflects the Senegal 2050 vision, which places economic sovereignty and the modernization of the city at its heart," he declared.
He recalled that this partnership embodies the raison d'être of SN-HLM: "To guarantee the implementation of the public policy of providing housing to every Senegalese." Moussa Balla Fofana also praised the strategic choice of CSE, a symbol of national expertise: "Public procurement must serve as a lever for transformation, integration and enhancement of national skills," he emphasized.
“By signing this Marist convention, we are not simply laying a first stone, we are making a doctrinal statement. Yes, Senegal can build Senegal,” declared Abdourahmane Dabo, Director General of SN-HLM, emphatically.
For the head of SN-HLM, this is about definitively breaking with the idea that major construction projects should be entrusted to foreign companies: “For too long, we have internalized the idea that major projects should be entrusted to expertise from elsewhere. Today, we are breaking with this complex. CSE is not just a company, it's a school. It has become a giant with 200 billion in revenue, having built the AIBD airport, the TER regional express train, and our highways. Entrusting the Marists to CSE is a way of telling young people that Senegalese expertise exists,” he emphasized.
The CEO of SN-HLM concluded by specifying that the project is structured around three fundamental pillars: the fight against housing insecurity, access to affordable homeownership for Senegalese both within the country and in the diaspora, and the strengthening of local content. "Every franc must contribute to the national economy with Senegalese engineers and workers," he emphasized.

- déposséder des propriétaires à qui l'on avait vendu un mauvais produit ;
- leur remettre une somme qui ne leur permettra pas d'acheter un logement dans la même zone, tout en les empêchant de procéder à un quelconque recours ;
- leur promettre des terrains comme mesure compensatoire, sans avoir l'intention de la tenir ;
- récupérer le terrain de 3 ha (un avec le titre foncier), le valoriser et le revendre à d'autres personnes, en récupérant une plus value qui couvre l'ensemble des frais engagés.
C'EST UN SCANDALE !!!
